On Sunday, September 20th, 2026, at approximately 0325 hours, I, Deputy C. Maples was dispatched to [10 BLOCK] Cheves Road in reference to a 911 Hang up call.

Monroe County Communication Officers advised that a 911 call was received, and an emotionally distraught female was overheard stating “you’re going to jail today!”

I responded to this incident with the emergency equipment of my patrol vehicle activated. (Code One).

At approximately 0329 hours, Monroe County Communication Officers relayed that an additional 911 call was received by the same female. Communication Officers informed that the female stated “my lip is swollen” before hanging up again.

Sergeant Bryson, Deputy Yeager, and I arrived at [10 BLOCK] Cheves Road and found the lights off at the residence. Sergeant Bryson and Deputy Yeager knocked on the door and announced that they were deputies with the Monroe County Sheriff’s Office. But there was no answer.

At approximately 0341, Monroe County Communication Officers relayed that they had spoken with the female who advised that she was ok. She also told dispatch that she was did not need any help and would not be providing any information.

Sergeant Bryson was able to make contact with the homeowner, Devarick Jones, via Ring doorbell camera. Devarick informed Sergeant Bryson that he would be at the residence in 5 minutes.

I noticed a black Honda Accord bearing Georgia tag [REDACTED] was backed into the residence at the time of our arrival. I performed a GCIC inquiry and found that the tag belonged to Regina Kabambe.

At this time, I performed an Accurint search of the phone number that was utilized to call 911. I discovered that the phone number also belonged to Regina Kabambe.

Here, a black female arrived on scene from across the street. She identified herself as Devarick Jones mother. She stated that he was not at the residence and was out of time. She was instructed to call Devarick. She returned to her residence.

At this time, a black male was seen stumbling down the street towards our location. I watched as the man, later identified as Devarick Jones, walked into the yard across the street. I could see Devarick’s face illuminated by his phone screen. Devarick then made contact with us at his residence.

Here, I introduced myself and explained the reason for us being at his residence. We asked if there was anyone inside of his home. Devarick stated no. Devarick was asked where his girlfriend was. He stated that he had not been at the residence since 7 and wasn’t sure. I asked if his girlfriend was Regina Kabamba. He stated yes. I asked if he could call her. He explained that his phone was dead and he had it plugged into an external power source charging.

I immediately recognized this as deceptive due to my previous observation that Devarick was utilizing his cell phone while in the yard across the street. I also know that the cell phone can still be utilized while plugged into the external power source.

Here, I asked Devarick where his car was. He stated that his car was with his cousin. I asked Devarick if he would let us inside of his residence to investigate the 911 call. He stated that his keys were in his key ring and with his car.

While speaking with Devarick he told me several times that he was intoxicated and couldn’t remember anything.

I asked Devarick if he could call his cousin to return his car with his keys. Devarick stated that he needed to use his mom’s phone. While at her residence, Devarick asked his mother to call his cousin about his car. When I asked what his cousin’s name was, Devarick paused for several seconds and then asked his mother to call a name that was unintelligible.

Here, I discovered a black female, later identified as Regina Kabambe, exiting the residence at [10 BLOCK] Cheves Road. Upon making contact, I found that she was also intoxicated. I asked her if she was ok. She stated yes. I asked if she called 911. She stated yes but everything was ok. I asked Regina if something had taken place between her and Devarick. She stated no. I asked what her phone number was. She stated she had a 478-area code. I asked Regina if she had a swollen lip, or any injuries. Regina stated no.

Next, I informed Regina that we have her recorded calling 911 asking for help. Here, she stated that she and Devarick were intoxicated and had a heated argument. I informed her that we had her 404 number as the calling number. I informed Regina that I had previously conducted an inquiry and discovered the number belonged to her. Regina stated that I had interrupted her before and that she has 478 and 404 phone numbers.

At this time, both Regina and Devarick were placed under arrest with double locked handcuffs behind the back. Devarick was secured in the back of Deputy Yeager’s patrol car. Regina was secured in the back of my patrol car. Both individuals were taken and turned over to the Monroe County Jail staff.

Both individuals received citations for Disorderly Conduct 7.5-2 (20).
