On Wednesday May 20, 2026 I, Deputy Napier along with Sgt Kendrick, was dispatched to [REDACTED] in reference to a civil disturbance. Upon my arrival at the residence I spoke to Samuel Lecroy who told me he got into an arguement with his mother.

Samuel said he asked his mother, [VICTIM #1], to give him some money so that he could go buy cigarettes. Samuel said his mother refused to give him any money. He said he started to argue with her because she owed him about $900 and did not think it was fair that she could not give him any money. He said she owes him $900 because she used one of his welfare checks to pay rent when he was not home. Samuel did tell me he yelled at her but that he did not put his hands on her.

[VICTIM #1] told us that she is the legal guardian of Samuel and that it was okay for her to used his check to pay for the trailer they both reside in. She told us that she had her four year old and two year old grandchildren with her while Samuel was yelling and cussing at her. The two grandchildren, [REDACTED] and [REDACTED], were with [VICTIM #1] when I arrived at the residence. She said she had a video of the verbal arguement on her phone and showed it to Sgt Kendrick. Samuel could be heard using vulgar language in an aggressive manner towards [VICTIM #1] in the presence of [REDACTED] and [REDACTED].

[VICTIM #1] was asked if she wanted to press charges against Samuel for disorderly conduct since he used vulgar language in front of the two juveniles in the home. She said she wanted to press charges. When Samuel was told to turn around and place his hands behind his back he turned away from myself and Sgt Kendrick and jumped onto the small porch attached to the residence. We ran up onto the porch after him and forced his hands behind his back.

[VICTIM #1] and [REDACTED] were also on the porch approximately two to three feet behind us as we were trying to control Samuel. [VICTIM #1] was instructed to get herself and [REDACTED] inside of the trailer. [VICTIM #1] said she could not because we were close to the door. Sgt Kendrick and I threw Samuel off of the porch so that [VICTIM #1] could get inside with [REDACTED]. After being thrown to the ground, Samuel turned around to face Sgt Kendrick and I and attempted to get up, acting in an aggressive manner.

I ran towards Samuel before he could get all the way off the ground and pinned his arms down with his back on the ground. Samuel continued to struggle and try and fight against us, ignoring loud verbal commands to roll over and place his hands behind his back. He kept trying to raise his body off of the ground and get his arms free to try and strike us. He also was thrashing his legs around attempting to kick us. We were able to roll Samuel over onto his stomach, force his hands behind his back, and place him in handcuffs. We picked Samuel up and escorted him to the rear of my patrol vehicle.

Nearing my patrol vehicle, Samuel shook his torso and arms around violently towards us. Sgt Kendrick and I had to lower Samuel to the ground, laying him on his left side, and told him that he needed to calm down. Samuel agreed to calm down so we picked him back up and placed him in the rear passenger seat of my patrol vehicle. He then demanded that we go get his glasses from out of the yard and give them to him.

I told Samuel that I would retrieve his glasses in a bit but that I could not give them to him right at that moment. He then proceeded to hit his shoulder against the car door as I was closing it, forcing me to then slam it shut. He then continued to yell and kick around the back seat.

Monroe County EMS was called to check Samuel out for any injuries. Samuel said he refused to get any treatment from EMS. EMS briefly looked over Samuel when they arrived and said he did not have any serious bodily injuries from what they could see. Samuel was then placed in the back of Cpl Ramsey’s patrol vehicle and transported to the Monroe County Hospital to get cleared by hospital staff. After being cleared at the hospital, Samuel was brought to the Monroe County Jail and turned over to jail staff.

Samuel was charged with disorderly conduct, two counts of felony obstruction of a law enforcement officer, and third degree cruelty to children. [VICTIM #1] was given a case number and told to email me the video she recorded of Samuel yelling at her. [VICTIM #1] has yet to send a copy of the video to my email.
