On March 21, 2026, at approximately 1419 hours, while assisting a motorist under the I-75 bridge near N. Lee St., Corporal Manning and I were approached by a couple in a black vehicle.
The driver, identified as Mr. Rodney Penamon, stated that his passenger, identified as Ms. Shalisa Scandrette, was assaulting him while he was driving. While Mr. Penamon was speaking, Ms. Scandrette exited the vehicle, and the two engaged in a verbal argument. Both parties were separated. Mr. Penamon was directed to speak with Corporal Manning while I spoke with Ms. Scandrette.
Ms. Scandrette stated that she and Mr. Penamon were involved in a verbal disagreement while inside the vehicle. She stated that she became angry and threatened to expose their affair to Mr. Penamon’s wife. Ms. Scandrette admitted to making gestures as if to strike Mr. Penamon while he was driving. She further stated that Mr. Penamon then struck her in the face and began yelling that law enforcement was nearby and that she was going to go to jail.
After speaking with Ms. Scandrette, I made contact with Mr. Penamon. Mr. Penamon stated that while driving on N. Lee St., he and Ms. Scandrette became involved in a verbal dispute, during which she threatened to expose their affair and began swinging at him while he was driving. He stated that he attempted to block her strikes and inadvertently struck her in the face, causing a cut to the inside of her mouth. Mr. Penamon further stated that Ms. Scandrette struck him in the face multiple times; however, no visible injuries were observed on Mr. Penamon.
At that time, I returned to Ms. Scandrette, requested the items in her possession, and instructed her to turn around and place her hands behind her back. Ms. Scandrette was placed in handcuffs, which were doublelocked and checked for proper fit, and secured in the rear of my patrol vehicle. I then returned to Mr. Penamon, placed him under arrest, and secured him in the rear seat of Corporal Manning’s patrol vehicle.
I transported Ms. Scandrette to the Monroe County Detention Center without incident. Corporal Manning remained on scene awaiting tow services for Mr. Penamon’s vehicle. Shortly after arrival at the Monroe County Detention Center, Corporal Manning advised via radio that Mr. Penamon’s vehicle had been released to Buice Towing Service.
Mr. Penamon was subsequently transported to the Monroe County Detention Center without incident.
