On Sunday, August 9, 2026, at approximately 1700 hrs, I Deputy Sullivan was patrolling the area of GA 401 Northbound near mile marker 189 when I observed a white Toyota Camry (GA license plate: [REDACTED]) displaying a tag renewal sticker for May of 2026. I got behind the vehicle and activated my emergency equipment in order to initiate a traffic stop.
The vehicle pulled over and stopped on the right shoulder. I exited my vehicle and made a driver side approach making contact with the driver, Shauna Carter. Carter asked if she was stopped for her expired tag and I advised her she was. Carter stated she had already recieved a citation for her tag and had not yet renewed it. I could smell the strong odor of marijuana coming from the vehicle and I asked Carter to exit the car to which she complied.
I asked Carter if there was marijuana inside the vehicle and she advised there was some in her black bag. I asked Carter if she had smoked marijuana and she stated she had on her way to her job from her residence in Macon, which she was enroute to at that time. I asked Carter if she would perform standarized field sobrety tests to which she consented.
I ensured Carter had no relevant medical issues and explained the first test to her. During the performance of the first test, horizontal gaze nystagmus, I observed distinct and sustained nystagmus at maximum deviation, in both eyes.
Next I performed the lack of convergence test during which I observed both of Carters eyes drift outward as my finger moved close to her face, showing a lack of convergence in her eyes.
Next I performed the modified romberg balance test during which Carter advised she had completed the test at 44 seconds.
I read Carter implied consent notice for suspects over the age of 21, and asked for the testing of her blood to which she complied. I placed Carter in handcuffs, double locked, and secured her in my patrol vehicle. A small plastic bag containing marijuana was removed from her black bag which was in the front passenger floorboard. The vehicle was released to Carters licensed passenger.
I transported Carter to Station 1 on Juliette Road in order to obtain a blood draw. Battallion Chief Walton performed the blood draw and I transported Carter to the Monroe County Jail where she was turned over to jail staff. Carter was issued citations for possession and use of drug related objects, expired registration, and dui.
My patrol vehicle was searched prior to and after arrest.
