On Sunday July 26th 2026 at approximately 1220 hours a traffic stop was conducted on I-75 northbound near mile marker 187. After further investigation, one female was arrested for multiple traffic offenses.
While patrolling the area of I-75 northbound near mile marker 185, I observed a black Nissan Altima traveling northbound towards the 186 mile marker. I was able to get behind the vehicle. The vehicle had an illegal tag frame on the vehicle. While traveling behind the vehicle, I also detected the strong odor of raw marijuana. The vehicle’s speed was fluctuating between approximately 50 MPH and 67 MPH. I conducted a traffic stop on the vehicle. I activated my emergency blue lights and siren and the vehicle came to a complete stop near the 187 mile marker off ramp. I advised Monroe County Dispatch that I was conducting a traffic stop and provided them the location, direction of travel, and vehicle registration (TAG#[REDACTED]) before exiting my vehicle.
As I exited my vehicle and began approaching the suspect vehicle, I again detected the strong odor of raw marijuana. I approached the vehicle from the passenger side and made contact with the driver (later identified to be Teketa Brankeia Hill) and advised her the reason for the traffic stop was for the illegal tag frame and odor of marijuana. While speaking with Teketa, I again detected the odor of raw and burnt marijuana coming from the vehicle.
I requested Teketa’s license and she complied. While speaking with Teketa I observed her eyes were extremely glossy and blood shot. Teketa’s eyes were very low and her speech was slurred while speaking with me. I confirmed the information on Teketa’s license was correct and asked her where the marijuana was that she was smoking. Teketa initially informed me she threw the blunt out of the window before coming to a complete stop. I advised Teketa I was going to go back to find the discarded blunt and asked her if there was anything else in the vehicle. Teketa hesitated and appeared very nervous and stated she still had the blunt, she just did not want to go to jail.
I informed Teketa that lying would not benefit her in any way and again asked her if there was anything else in the vehicle I needed to be aware of? Teketa advised me that she had an unknown amount of marijuana in a black bag in her rear passenger seat and she provided me the partially smoked blunt out of her center console that was still warm tot he touch. I advised Teketa a search of the vehicle would be conducted and requested Officer Dent be en route to my location via radio. Officer Dent arrived on scene shortly after to assist. I returned to my vehicle to run Teketa’s information through GCIC.
I returned back to the passenger side of the vehicle and asked Teketa to step out of the vehicle and she complied. Officer Minut arrived on scene to assist and performed a pat down for weapons on Teketa and I instructed her to stand at the front of my vehicle. I deactivated my front emergency lights and began asking Teketa about the odor of marijuana coming from the vehicle. Teketa advised she had been smoking since she left Warner Robins. I asked Teketa had she had anything to drink today prior to being stopped and she advised no. I asked Teketa would she consent to doing standardized Field Sobriety to ensure she was safe to operate her motor vehicle she advised yes she would. Officer Head and Corporal Bell arrived on scene to assist and performed a probable cause search of the vehicle.
Officer Bell and Head located a small amount of marijuana and an open container of alcohol inside the vehicle. One bottle of a suspected alcoholic beverage approximately 1/3 of the bottle full. The open container inside the vehicle was cold to the touch and had visible condensation on the bottle.
I then began my DUI investigation with Teketa. I advised Teketa I was going to conduct Standardized Field Sobriety exercises to ensure she could safely operate a motor vehicle. I again asked Teketa if she would consent to performing Standardized Field Sobriety and she advised she would. I first began by asking Teketa the Standardized Field Sobriety medical questions. I asked Teketa did she have resting nystagmus? Teketa appeared confused and advised no. I asked Teketa did she wear prescription glasses or contacts she advised yes, for her vision. I asked Teketa did she have any recent head injuries she advised no. I asked Teketa did she have any recent back, or leg injuries that would prevent her from walking in a straight line or standing on one leg for an extended period of time and she advised no.
I began Standardized Field Sobriety with the Horizontal Gaze Nystagmus Test (HGN) and observed the following clues:
Lack of Smooth Pursuit, Onset Prior to 45 degrees, and Distinct and Sustained Nystagmus at Maximum Deviation (6/6 clues)
I advised Teketa the second test administered will be the Walk and Turn Test. I advised Teketa to stand with her feet together and her hands down by her side. I began to explain the instructions to Teketa and as I was explaining she was struggling to maintain her balance. I explained to her to stay in the position I put her in and to not move until I told her to do so. I again began explaining the instructions to the Walk and Turn test and advised her to imagine there was a straight line out in front of her. I asked Teketa did she see the line in front of her and she advised Yes she did. I advised her to place her right foot on the line she saw heel to toe with her left foot. While stating the instructions, I demonstrated the instructions. I informed Teketa she was going to perform 9 heel to toe steps down the line as I performed 3 for demonstration. I informed Teketa once she got to her 9th step leaving her left foot planted she was going to turn around using her right leg in a small series of steps, place her right foot back on the line heel to toe with her left and perform 9 heel to toe steps back. I again informed her I was doing 3 she was going to do 9 steps. I asked Teketa did she understand the instructions and she advised yes.
During The Walk and Turn Evaluation, the following clues were observed:
First walk- starts before being told, misses heel to toe, uses arm for balance, and improper turn.
Second walk- Incorrect number of steps, misses heel to toe.
Total amount of clues observed: (6/8 clues)
I again asked Teketa if she understood the instructions and she advised yes.
I advised Teketa the next exercise would be the One Leg Stand. I advised her the instructions for the exercise and instructed her as follows. I advised her to place her feet together with her hands down by her side. I advised her when I tell her to begin, she is going to raise either foot of her choosing approximately 6 inches off the ground. I advised her while lifting that foot off the ground she is going to count 1,1000,2,1000,3,1000 and so on and so forth until she was instructed to stop. I asked Teketa did she understand the instructions and she advised yes. Corporal Bell used his wrist watch to time Teketa and I advised her she may begin.
During the testing, I observed the following clues:
Swaying and uses arms for balance, Hopping to maintain balance, putting her raised foot down, and stopped counting (4-4 clues)
Based on my observations from Standardized Field Sobriety Testing and the amount of clues demonstrated, I determined Teketa was driving under the influence of alcohol or drugs. I applied my handcuffs, checked for fit, and double locked them to avoid injury. A search of Teketa was conducted incident to arrest by Officer Minut and nothing was found. Teketa was read the Georgia Implied Consent Notice for suspects ages 21 or older for blood. Teketa was crying hysterically and appeared to not understand the question. I asked Teketa if she would like me to read the notice again and she advised yes. I again read the Implied Consent Notice for Suspects ages 21 or older and asked Teketa if she consented to the blood draw. Teketa advised she understood and consented to a blood draw.
Teketa was placed in the rear of my patrol vehicle, and taken to the Monroe County Hospital for a blood draw. A successful blood draw was completed and Teketa was transported to the Monroe County Detention Center and turned over to the jail staff without further incident. All evidence was collected and placed into Evidence locker #1 and C-1 (GBI Blood Toxicology Kit).
Teketa Brankeia Hill was issued Uniform Traffic Citations for the following:
Possession of Marijuana ( V.G.C.S.A.) less than an OZ. O.C.G.A. – 16-13-2B
Open Container of Alcohol O.C.G.A. – 40-6-253
DUI O.C.G.A.- 40-6-391
Obscuring Tag Frame or Tinted Tag Covers O.C.G.A.-40-2-6.1
