On 02 October 2023 at 1801 hours I, Corporal Cartledge, along with SFC Watson & Deputy Elrod responded to the area of Mount Carmel Church Rd in reference to a male subject who was causing a traffic hazard. According to the multiple calls into Murray 911, the male subject had been “jumping out” in front of vehicles as they were traveling on Mount Carmel Church Rd.

Deputy Elrod was able to identify the male subject as Jamie Ray Morgan. There was an odor detected of an alcoholic beverage coming from the person of the subject and he admitted that he was in fact intoxicated without out being asked. The subject stated he believed someone was following him and was also trying to ask for a light for his cigarettes as he did not have a lighter from the vehicles that was on the roadway.

According to the calls that came in, there was multiple vehicles who had to swerve to keep from striking the subject as he was in the roadway. Based on the information provided by Murray 911 and the statements given by the subject, I placed handcuffs about his wrist behind his back, checked for fit, and double locked for safety. I then transported the subject to the Murray County Jail and turned him over to jail staff along with a citation for Pedestrian Under the Influence.
