On 04/12/2026, I, Deputy Pitts, was dispatched to [500 BLOCK] Mount Carmel Church Road in reference to a disturbance.
Upon arrival, I had made contact with [VICTIM #1]. She had stated that Kelsie Black had been arguing with the people in the household as well as people who were not there. She had also stated that she only acts like this when she leaves with some guys then come back. At this time, Kelsie had walked up to me in a frantic demeanor and stated she was ready to go to jail. I had then asked her to sit down to which she had stated she couldn’t. When asked if she was given any drugs or if she had taken any she had denied. She had then requested for EMS once asked if she would like to be checked on.
Deputy Brown had then asked Kelsie who she was riding with. After many denials, Kelsie had finally stated that she had been riding around with [REDACTED]. She was making frantic and rapid movements as well as making unusual statements. She had then started holding her stomach and saying “ow”. At this time, Corporal Smith had arrived on scene.
Kelsie had began to act more frantic and ask who was there as Corporal Smith walked onto the porch. She had then stood up rapidly and walked out of the door. Most of what Kelsie was stating at this point did not make much sense. Kelsie had then rapidly approached Corporal Smith’s patrol car and attempted to open the back right door. When told to step away, she had went over to a wooded fence line and started looking around nervously and making rapid movements. When asked what she was doing, she had started running past both mine and Deputy Brown’s patrol car. When I had caught up to her, she was attempting to hide behind tall brush.
At this time I had started to detain her which she had attempted to pull back away from me and stated no. I had then handcuffed her, checked for fit and double locked the handcuffs. Kelsie was then escorted to my patrol car as we waited for EMS. Once EMS arrived, they had stated she was too erratic and they were uncomfortable transporting her.
I had then decided to place Kelsie Black under arrest for disorderly conduct. I had then transported her to Murray Medical Center to medically clear her due to her physical condition. While at the hospital, she continued to act erratically by talking to individuals who were not there, making rapid movements, and screaming at random points of time. Kelsie was left in the custody of Corporal J. Pitts at the end of my shift, due to her still awaiting medical clearance at the hospital.
