[NARRATIVE #1 on April 08, 2026]

On 4/8/2026 at 1320 I, Deputy Powers, was dispatched to [900 BLOCK] Smyrna Church Road in reference to a domestic disturbance that had already taken place. The caller, [WITNESS #1], stated she was calling in about her niece [VICTIM #1] who had black eyes and she was going to pick her up where she had walked down to the end of the driveway. [WITNESS #1] stated that Steven Dills was the subject who caused the bruising to [VICTIM #1]’s eyes.

Upon arrival, I observed [VICTIM #1] sitting at the bottom of the driveway with her belongings and she was covered in bruises, had blood on her hands, was crying, and stating she was waiting on her nanny to come and get her. She stated that Steven left the residence prior to my arrival and advised me that he left in a gray Mercury Marquis WB on Smyrna Church. I gave a BOLO out to dispatch for the vehicle along with the driver Steven Dills.

She stated that her nanny [REDACTED] wanted her to file a police report and she wanted to go back home. She asked if I could stay beside her and also asked if she could sit in the back of my patrol vehicle and I opened the door to let her sit in the back seat while I continued gathering information.

I asked [VICTIM #1] what happened to her due to the extent of her injuries and she stated Steven had been abusing her the last two days straight since he picked her up. She stated he had placed both hands around her throat to where she felt like she couldn’t breathe and also used his knee on the right side of her neck to try and cut off oxygen as well as stating Steven had tried to kill her by attempting to place a plastic bag over her head and had also had a tied rope that he was going to use to hang her.

She stated the bruising on her arm and hand were from where she was placing them in front of her face and head to try and stop him where she was laying on the ground and after looking at the injuries they were not injuries that could be self obtained they were defensive wounds.

She told me he picked her up from an address on Center Hill and he was going to give her a ride to her nanny’s house in Tennga but wouldn’t take her and this has been going on the last two days and all through the night. She told me that Steven had taken her to his cousins house to ask him to preach and told her to shut the fu*k up and not say anything.

She stated he was blaming her for having to miss work and began hitting her and hasn’t stopped. She also stated he was doing all of that because his mother had passed away and was using that as an excuse. She didn’t know where Steven had went and could only advise he left in the Gray Mercury Marquis going WB on Smyrna Church.

I asked if she wanted EMS in route to check her I asked [VICTIM #1] if she had anything to drink as far as alcohol to which she stated she had three shots to numb the pain. She stated she was only able to leave and go to the end of the driveway after she bought him alcohol. I took pictures of her injuries while several Deputies attempted to locate Steven.

EMS arrive and transported [VICTIM #1] to MMC for her to have further testing done. She left her belongings to be picked up later because she was going to have [WITNESS #1] come back and pick them up after she was released from the hospital.

I took a picture of her belongings and advised Steven’s brother [WITNESS #2] and his wife [WITNESS #3] that they didn’t need to touch any of her belongings as they had walked down during questioning and began stating they wanted her trespassed and didn’t know how she got there or when she got there. I explained to them someone would be coming to get her belongings and that she had been brought there. I asked if they had an idea of where Steven had went or if he would be back and they stated they hadn’t seen him.

While speaking with [WITNESS #3] and [WITNESS #2], they stated that they had walked down to the bottom of the driveway and observed a male laying on the ground beside [VICTIM #1] and he went to get his phone because he didn’t know who the male was but he had a machete in his hand and stood up and said “right or left” and began walking across the street and down the road, and he saw law enforcement pull in and wanted to see what was going on. They stated he walks up and down Smyrna Church every day.

(To add, I did observe a male walking down the road when I first arrived on scene but [VICTIM #1] told me she saw him walking and she was scared and asked him to sit beside her until someone got there to get her.)

[WITNESS #3] and [WITNESS #2] told me they haven’t seen Steven last night and said he was at home all day and it had been pretty quiet all night. They also told me they had left, came back around 10:30 last night, stated everything was fine, left to go see some friends and eat, and then arrived back around 1 a.m. When I asked if Steven left in a Gray Mercury Marquis they told me no.

However, I asked them if they had a family member recently passed and they told me their mother had just passed away and they just had services for her which correlates with what [VICTIM #1] had mentioned about the passing and how they were at Stevens cousins to ask if he could preach at the funeral. I also asked if since they told me Steven had been home all day if he was still inside the home by chance and they told me “if cars not here then he’s not here” after just telling me he never left in a Gray Marquis.

After speaking with all parties on scene I went back to MMC to gather a more descriptive timeline of the events that had taken place over the two days. Prior to speaking with [VICTIM #1], I spoke with her Doctor, [REDACTED]. I told [REDACTED] I knew she was unable to give her medical information and wasn’t asking about that, but was wanting to know if she mentioned anything regarding the abuse to her.

[REDACTED] gave me her number and stated she figured she would have to testify in court so she had already taken extensive notes from what [VICTIM #1] had stated. She told me that [VICTIM #1] had mentioned the rope and the plastic bag and I asked if she mentioned any more details but she stated [VICTIM #1] told her he was trying to kill her.

I called Detective Hall and explained the information to him in case there was evidence I needed to obtain from inside the residence. He told me if she had descriptions of the items and exactly where they may be at if in or outside the home, we could attempt to get the evidence.

After speaking with Detective Hall, I questioned [VICTIM #1] once more to make sure I had all information and she told me the following:

She was cradled under a mattress in the living room he said he was going to take care of it on his own said if he’s going to prison he will kill her first. I tried to throw the white rope outside it was swirled loop thick braided. He put his knee on the right side of her neck to cut off her oxygen and also put his knee into her chest.

She said this happened today unsure of an exact time because she stated it happened all night and she caught a glimpse through the blanket over the window and could see it was still dark outside. She got to the little fan at the sidewalk and she said she had to go back in the house because he shoved her back in and she fell on the side of the couch which is directly behind the door. She said she tried to leave the door open so someone could hear her and was hoping someone would hear her.

He reached over to an Army bag to get the black plastic bag which was by the window by the bed and she put her hands over her face and head pleading for him to stop saying she has a daughter. She said he was just chewing on a cigarette which she described was scary looking and because he was just chewing it and threw it like he couldn’t control his temper. She said if he threw the bag it may be in the living room still or he could have it in his car in a black container or in the trunk but she thinks she ripped the plastic bag while he was attempting to strangle her with it.

She asked him a hundred times to take her home and at one point he acted like he was on the phone getting an ambulance and saying she needed help and she realized he wasn’t on the phone. She tried using his phone and charge it but he immediately started asking for it and looking around and he took the phone back. She told me he unplugged the Internet and her phone only works on WIFI calling only.

She said he picked her up two days ago from an unknown address on Center Hill and it was really late. He acted okay at first and it was too late for her to go to her nanny’s house so he said he would take her in the morning and he began blaming her for him missing work. They went back to his house and she hasn’t been anywhere else since.

His dad knocked on the door at one point and he barely opened it and she said he could see her crying but closed the door back and said he had warned her that he would end up hurting her bad and said he raised Steven better than that. He told her he would take her home but not the kind of home that she wants to go.

He told her to quit fu*king whining and she was so weak she felt like she couldn’t stand up or do anything. He kept saying you shouldn’t have have opened your mouth if you would just shut up and he kept grabbing her throat. She said she felt like she couldn’t breathe atleast 5-6 times and felt like she was going to pass out from him strangling her.

She said they went to visit his cousin [REDACTED] for him to preach at the mothers service but she wasn’t able to get out of the vehicle and he locked the doors where she couldn’t get out. He punched her in the back of the head and would wait on her to get out of the car and she thought about running when they got back to his house but he shoved her into the house. He stared at her with the rope and twirled it and she said it looked like it was already ready to hang someone with.

She also stated she wiped blood from her nose onto the passenger side of the car so that someone would know how to find her because she didn’t think she was going to get out. She said he cut her oxygen off to where her feet were kicking and he kept telling her to talk knowing she couldn’t. She said Steven slammed her hand in the tailgate of his dads vehicle and he told her that her hand shouldn’t have been there anyway even though he had just shoved her down by the bushes and she was trying to stand back up.

She also stated he head butted her and put a pillow over her face and when I asked at what point did he stop, she stated he stopped when he thought he was going to kill her. She said tools were beside the bed and he picked one of them up and began hitting her behind her ears.

She stated after the pillow incident she had enough and grabbed her stuff and he watched her take her stuff and she walked to the end of the driveway and called [WITNESS #1] and that’s when she was told by [WITNESS #1] that she needed a police report and [WITNESS #1] called for Law Enforcement stating [VICTIM #1] had black eyes from Steven.

After gathering all info from [VICTIM #1] I went back to the address where the incident occurred and walked onto the front porch where the white rope [VICTIM #1] had described was sitting in front of the door. Pictures were taken and I submitted it into evidence.

Multiple areas were checked with negative contact. He was charged with Kidnapping, Aggravated Assault, Battery, and interference with 911 calls.

[NARRATIVE #2 on April 09, 2026]

On 4/9/2026 Myself and Deputy Hall were checking areas for Steven and Deputy Hall stated he observed the vehicle at [500 BLOCK] Pate Road and I started his way. The vehicle was on [WITNESS #4]’s property where he has a shop and we spoke with [WITNESS #4] after speaking with his electrician on scene and [WITNESS #4] told us that he works with him sometimes but not all the time and he hasn’t seen Steven ina while. He did advise he wanted the vehicle towed from the property.

Beside [WITNESS #4]’s shop is another driveway that connects Pate with Smyrna Church and we spoke with a female beside [WITNESS #5]’s property who stated that she hadn’t seen anyone but if he was hiding [WITNESS #5] would hide him. We attempted to make contact but had negative contact. The female stated they didn’t have a car and that an old man usually picks up [WITNESS #5] and they go to work laying concrete and advised she would call in if Steven showed back up.

We later went back to [WITNESS #5]’s house and made contact with him where he stated he hadn’t seen Steven since Friday but stated he dropped his vehicle off three days ago which we knew wasn’t true as the vehicle was seen yesterday. We also checked the passenger side of the vehicle to see if there was any blood on it where [VICTIM #1] had advised her nose was bleeding and she wiped it on the side of the door but didn’t see anything.

At this time suspect is still not in custody and we are still actively looking for him.
