On 11/12/2023 at 1404, I Deputy Weaver was dispatched to [100 BLOCK] Scott road due to a [WITNESS #1] calling in and saying that there is a dead dog tied to a tree and multiple in poor condition.

Upon my arrival I noticed a brown pit bull tied to a tree with no food or water. You could see almost every bone on the dog, there was also two more dogs that were running loose in poor condition that did not food or water. As I pulled further up the drive way I noticed a Australian Sheppard that was dead and tied to a tree and it did not have food or water as well.

I then had dispatch find the owner of the property, I then placed the owner [WITNESS #2] and told him to come down here to the property. When he arrived he advised me he rents the trailer out to a couple Terry Brindle and Jessica Mobbs. I then asked him for there contact information and he said he doesn’t have any other than Facebook messenger. [WITNESS #2] did try to contact Terry multiple times but got no answer. I then asked him how long have the animals been here like this and he said he doesn’t know, he doesn’t check on the property any. I asked him if he had any back ground checks done on the renters and he said no he just knows the people and let them stay here. He also showed me a document where he is having them evicted. The civil file number on the form was MC35615.

At that time Animal Control had arrived and was catching the dogs to remove them from the property. The Australian Sheppard was taken by Animal Control to have it testing to see how it died. I also advised dispatch to contact code enforcement on the condition of the property as well the property had trash thrown everywhere and the trailer had burn damage on it as well.
