Terroristic Threats and Acts

On Friday, August 7, 2026, at approximately 1310 hours, I, Ryan Marshall, was dispatched to Wendy’s located at 1041 N 3rd Avenue in reference to a disturbance. The caller, [VICTIM #1], reported that a male came out cussing at them calling them motherfu*kers and saying he was God. [VICTIM #1] told dispatch that the subject was saying things about her granddaughter. Before arrival Officer Brackett got out with the caller at Wendy’s. Officer Brackett saw the subject described from the call walking near the Absolute Car Wash.

I located the subject and got out with him near the Absolute Car Wash. The subject was Travis Lapage. Lapage spoke with me and stated he did speak with the family. Lapage mentioned something about child abuse and asked if I abuse children. I asked what happened that made him upset. Lapage started saying things about discipline. Lapage was not making much sense with his responses. I asked Officer Brackett what occurred at Wendy’s over the radio.

Officer Brackett called Sgt Miller and explained what occurred. Lapage walked a short distance over to the Dollar General, 1005 North Third Avenue. We got out with Lapage at the Dollar General after Officer Brackett was able to ascertain what exactly occurred at Wendy’s. I told Lapage to face away from me and that he was being placed under arrest for disorderly conduct.

Ultimately, Lapage, without provocation, used abusive words towards [VICTIM #1] and [VICTIM #2] which resulted in a breach of the peace. Also, the [VICTIM #2]’s had their grandchild present with them that is under the age of 14 and Lapage was using vulgar language as he confronted the family cussing, telling them he was God. Officer Brackett obtained exact statements from both [VICTIM #1] and [VICTIM #2] and will be completing a supplemental. The abusive words used were motherfu*ker and son of a bit*h as it was described that Lapage confronted the couple just for being with their granddaughter.

Lapage was arrested and handcuffed, behind the back, checked for fit and double locked. Lapage began to start getting irate and tensing up as I tried to double lock his cuffs. Lapage started to shout at all officers present. Lapage made threats to all officers including Officer Godfrey, Sgt Miller, Officer Brackett and me. Lapage stated he would kill all of us. Lapage stated he would shoot us. Lapage stated he would have our families killed. Lapage stated he would break my neck. Lapage started talking about milk at one point as he started ranting along with the threats he was making.

Lapage was transported to Murray County Detention Center. Lapage was turned over to jail staff. Warrants were taken on Lapage for terroristic threats and acts and disorderly conduct.
