On June 3, 2026, at approximately 0050 hours, I, Deputy Isiah Rodriguez, conducted a traffic stop on a white Lexus [REDACTED BY AGENCY] bearing Georgia tag [REDACTED BY AGENCY], for Failure to Maintain Lane at the intersection of Manchester Expressway and Veterans Parkway.

Prior to the stop, I observed the vehicle traveling at an increasing rate of speed while crossing the lane dividers multiple times. As the vehicle approached the traffic signal, I observed the driver apply the brakes twice from a considerable distance before reaching the intersection, then continue to the traffic light and come to a stop. Based on these observed traffic violations, I initiated a traffic stop on the vehicle.

Upon approaching the vehicle, I made contact with the driver, who was identified as Mrs. Jennifer Campbell Culpepper (W/F D.O.B. [REDACTED]) by giving me her license. I advised Mrs. Culpepper that the reason for the traffic stop was her failure to maintain her lane of travel. I conducted a GCIC/NCIC check, which revealed that Mrs. Culpepper’s drivers license had been suspended since May 12, 2024, due to a DUI conviction.

I returned to the vehicle to speak further with Mrs. Culpepper and detected an odor of an alcoholic beverage coming from the driver’s side of the vehicle.

Lieutenant Sene arrived on scene to assist with the traffic stop and conducted Standardized Field Sobriety Tests. During the Horizontal Gaze Nystagmus (HGN) test, Mrs. Culpepper exhibited the following clues:

• Lack of smooth pursuit in both eyes;
• Distinct and sustained nystagmus at maximum deviation in both eyes; and
• Onset of nystagmus prior to 45 degrees in both eyes.

During the Walk-and-Turn test, Mrs. Culpepper was provided instructions and demonstrated the following clues:

• Could not maintain balance during the instruction phase;
• Started the test too soon;
• Stopped while walking; Missed heel-to-toe;
• Stepped off the line;
• Used her arms for balance; and
• Took an incorrect number of steps.

During the One-Leg Stand test, Mrs. Culpepper demonstrated the following clues:

• Swaying while balancing;
• Used her arms for balance;
• Hopped while balancing; and
• Put her foot down during the test.

Mrs. Culpepper was asked to submit to a preliminary breath test (PBT). She agreed to provide a breath sample, and the test indicated a positive reading of 0.227 Brac.

Based on her driving behavior, physical indicators of impairment, performance on the field sobriety evaluations, Mrs. Culpepper was advised that she was under arrest for Driving Under the Influence (DUI) and was taken into custody without incident.

During an inventory of the vehicle, I located three empty cans of Steel Reserve Spiked Watermelon alcoholic beverage. One open, empty can was found inside Mrs. Culpepper’s purse, which was located on the front passenger seat. The other two open, empty cans were located on the rear floorboard of the vehicle. The vehicle was towed by Griffin & Griffin Wrecker Service.

Mrs. Culpepper was read Georgia’s Implied Consent Notice for Suspects Age 21 or Over — Blood, and she agreed to submit to a blood test. Mrs. Culpepper was transported to Piedmont Midtown Medical, where a blood sample was obtained by Nurse [REDACTED]. Mrs. Culpepper was transported to the Muscogee County Jail without incident.

Mrs. Culpepper was charged with:

• Failure to Maintain Lane;
• Driving Under the Influence (DUI); and
• Driving While License Suspended.

Mrs. Culpepper was issued a court date of June 5, 2026, at 9:00 AM in Municipal Court. The State Administered Blood test was logged into Property and Evidence.
