On July 23rd, 2026, I was patrolling the area of Veterans Parkway and Hancock Road. I observed a white Lexus traveling above the posted speed limit. I activated the front antenna of my STALKER DSR 2X RADAR, and it confirmed my visual estimation with a numerical reading of 81 miles per hour in a 45 miles per hour zone.

I made contact with the driver who was identified as Jonathan Horne. While talking with Mr. Horne, I could detect the odor of an alcoholic beverage coming from inside the car. I asked Mr. Horne if he had consumed any alcoholic beverages this night, and he stated that he was above the limit. I then had Mr. Horne move to the front of my patrol car.

While speaking with Mr. Horne at the front of my patrol car, I could still detect the odor of an alcoholic beverage coming from his body and his breath. I also observed that he had bloodshot, watery eyes. I asked Mr. Horne if he would allow me to check his eyes to ensure he was safe to drive, and he agreed.

I asked Mr. Horne if he would provide a preliminary breath test, and he refused.

Based on the totality of the circumstances, I determined that Mr. Horne was driving under the influence of alcohol. I placed him under arrest for DUI and read him the Georgia Implied Consent Notice. Mr. Horne refused. He was then transported to Muscogee County Jail, where he was released to the jail staff without incident.
