On 05/11/2023, around 1400 hours, I, Deputy B Schiffer #3616, was patrolling the area of 200 S Burson Ave. While in the area, I noticed a red in color truck parked near the bathroom. Inside this vehicle, I noticed a white male subject that was slumped over to the side. A glass smoking device and a bag of whiteish-blue powder inside a clear bag was in this subject’s lap and hands.

I woke the subject up, and he immediately tried to put the items in the floorboard. I told the subject I already saw the items. He tried to explain it was just a small amount. I asked the subject to get out the vehicle. The subject removed himself through the window as his driver’s door was broken.

At this time, I placed the subject into handcuffs and told him he was being detained. I read the subject his Miranda Warning, and he agreed to talk. I asked what the substance was he had in his lap, and he explained it was fentanyl. The subject was identified as Brandon Hooper, Hooper was placed under arrest for possession of Schedule II. Hooper’s friend came by to get his vehicle as she lived close by.

Hooper was searched, incident to arrest, secured in my patrol car, and transported to the Oconee County Detention Center without incident.

Warrants were granted for possession of schedule II substance. The fentanyl and glass smoking pipe were placed into evidence.
