[NARRATIVE #1 on November 24, 2024]
On 11-24-2024, at approximately 1408 hours, I, Deputy Mattocks was dispatched to [1000 BLOCK] Pin Oak Court about a physical domestic dispute. When I arrived I met with the victim at the next-door neighbor’s house on Persimmon Creek Drive. I introduced myself and asked her what had happened. The victim stated that yesterday her dad sent her 10 dollars through Zelle to get ice cream. The victim stated she and her boyfriend went to the store and got the ice cream and a piece of cake. The victim stated that her boyfriend paid for the cake. This afternoon the dad found the receipt and was angry because he wanted his change. The victim stated he came upstairs and they argued. The victim stated she slammed her bedroom door. The dad opened the door and told the victim she needed to go outside. The victim stated she walked outside, and the dad locked the doors leaving her locked outside.
The victim walked around the back and told the brother and step-mom to open the doors. The victim then stated she told them to open the door, so she could get her stuff, or she was going to break a window. The victim then walked to the back door and started to kick the door. The victim stated she kicked the door several times to get their attention. The victim stated that her dad came outside at her and that she was knocked down. The victim was unsure of the details of how that part of the incident happened. The victim stated that she got up and started to look at her phone when her dad slapped the phone out of her hand. The victim stated that she walked across the street to use the phone but no one answered. The victim ended up next door where the neighbor allowed her to use his phone to call law enforcement. The victim stated that her step-mom came over to the neighbor’s house and told her to knock it off. The victim stated “you always take his side.” The victim told the step-mom to get away from her, or she will “beat her a*s.”
I walked down to the residence and met with the dad on the porch. I identified the dad as Brandon Odell. I asked the Odell what was his account of the incident. Odell appeared as if he was searching for what to say and then stated he needed some water. We walked inside, and he stated that he tried to get his daughter up all morning. Odell stated when she came out of her room he confronted her about the money for the ice cream. Odell stated the daughter began yelling and started slamming the doors. Odell stated that he told the daughter she needed to go outside and that she didn’t need to be here if she was going to be acting this way. Odell stated the daughter went outside, and he locked the doors on her.
Odell stated he went into his room to call his ex-wife to inform her of their daughter’s behavior. Odell stated while he was on the phone his ex-wife told him his daughter was threatening to break the window. Odell stated he walked out to see what was happening, and he observed his daughter kicking the glass on the back door. Odell stated he went outside and guided his daughter off the porch. Odell stated he never used any type of force. Odell then stated that the daughter walked off towards the neighbor’s house. Odell had scratches on his forearm. I asked Odell about the scratches, and he stated his daughter did it.
I then spoke with the step-mom who stated that her husband was trying to engage with his daughter all morning about what she wanted to do today. The step-mom then stated that the daughter came out of her room around noon and was being disrespectful. She stated the dad confronted her about the receipt from last night and wanted his change. She stated the daughter got mad and slammed her bedroom door so hard the house seemed to shake. The step-mom stated that the dad went upstairs and told the daughter she needed to leave the house if she was going to behave like this. The daughter walked downstairs into the kitchen. The step-mom stated she didn’t see anything after that just heard the argument between the dad and daughter.
The step-mom stated the daughter walked to the back door and was trying to talk to her and the brother through the window. The daughter stated she was going to break a window if she has to. The step-mom stated she heard the daughter kicking the door, and she went to tell her husband. The step-mom stated she doesn’t know what took place only there was yelling by the daughter and the dad. The step-mom stated after the daughter went to the neighbor’s house she went over to talk to the daughter. The step-mom stated that the daughter told her to get out of her face, or she would beat her a*s. The step-mom stated she left and went back to the house.
I then spoke with the 13-year-old brother. The brother stated he witnessed the entire event. The brother stated when his sister came out of her room she and her dad were arguing about some money. The brother stated his sister didn’t seem to understand what the dad was saying. She got angry went upstairs and slammed her door. The brother stated that the dad went upstairs and told the daughter to go outside. When the sister went outside, the dad locked the door. The brother stated that the sister walked to the back door and was asking them to open the door, so she could get her things and leave. The brother stated the step-mom or dad wouldn’t open the door. The sister then stated she would break a window if she needed. The brother stated the sister started kicking the door when the dad went outside.
The brother stated the sister stepped back away from the door. The brother stated he watched his dad grab his sister by the side of her neck and throw her to the ground. The brother stated his sister was crying and yelling you can’t do that. The brother stated his sister started to walk down the step when the dad reached over and slapped the phone out of his daughter’s hand. The brother stated that when his sister went across the street the dad told the wife and brother that someone needed to go intervene. The brother stated he went outside and gave his sister a hug. The brother stated he told his sister dad shouldn’t have done that to you, and you should come back home. The sister told the brother he can’t be doing this and walked away to go to another neighbor’s house. While the brother was recounting the events, he was crying hard and taking deep breaths.
Cpl. Ogan and Sgt. Ellis asked the victim of the scratches on Odell, and she stated maybe it happened when she was thrown to the ground.
After hearing all the testimony, I determined that Odell was the predominant aggressor. I walked into the living room asked Odell to stand up turn around and place his hands behind his back. Odell was handcuffed behind his back double locked and searched incident to arrest. Odell was transported to the Oconee County Jail and charged with simple battery family violence, cruelty to children in the first degree and cruelty to children in the third degree. Both the victim and 13-year-old brother were turned over to their mother’s custody. Cpl. Ogan later made the mandatory notification to DFACS regarding this incident.

[NARRATIVE #2 on November 24, 2024]
On November 24, 2024, at approximately 1425 hours, I, Dep. W. Lewis #3631 responded to the [1000 BLOCK] of Persimmon Creek Drive regarding a domestic dispute.
While on scene I spoke with O’dell’s youngest son. The son claimed that both his dad, and his sister had been arguing with each other. According to the son, his sister went upstairs, and slammed her bedroom door. The son claimed that his dad followed his sister upstairs, and barged into her room. The son stated that his dad told his sister to “come outside”. After his dad went into his sister’s room, they both came out of her room (the sister came out first). Once she came out of her room, the sister went downstairs. When the sister got downstairs, she went outside, and slammed the garage door.
The son claimed that while his sister was outside the residence, he started watching the football game with both his dad, and his step-mother. He claimed that while they were watching the game, his sister started loudly knocking on the garage door. According to the son, his sister was locked out of the residence. He claimed that no one let his sister back inside, so she went around to the back patio (where the living-room windows are). While on the back patio, his sister began talking to them through the living-room window. He claimed that she was telling them that she was going to break through the window if they did not let her back inside the residence. He stated that their step-mother then went and got their dad.
According to the son, his sister started kicking the back patio door. He claimed that this made his dad really mad, so the dad went outside. While outside, both the dad and the sister started arguing with each other again. He stated that his sister then told their dad to “back up”, and they began yelling at each other. The son claimed that the dad then grabbed his sister by both her neck and her shoulder. He claimed that the dad then pulled his sister (the son demonstrated with his hands, his dad pulling his sister in a downward motion), and she fell to the ground.
The son claimed that the two continued to argue with one another while his sister was on the ground. According to the son, the sister then got up, and the dad began mocking her. He stated that you could tell that his sister was scared. He claimed that his dad was mocking her being scared. According to the son, his sister then tried to walk away; however, the dad slapped her phone. He claimed that the dad then grabbed the phone, and went back inside the residence. He stated that his sister then left the residence, and started asking their neighbors to call the police.
The son was very upset when I was speaking with him. His eyes began watering, and his voice was very shaky. He cried a few times throughout the interview.
