On 5/31/2026, at approximately 0503 hours, I, Deputy Ward, was conducting stationary speed detection on the GA-10 outer loop, near the Highway 441 exit. I observed a vehicle approaching from the rear, and visually estimated the vehicle to be traveling approximately 80-mph in a posted 65-mph zone.
Using my department issued speed detection radar, Raptor RP-1 (serial# RP-16753), rear antenna, I detected the vehicle to be traveling 80-mph. However, as the vehicle passed me, the vehicle sped up to 84-mph, before leaving my sight around a curve. I attempted to catch up to the vehicle to conduct a traffic stop.
As I rounded the curve, just before the Highway 441 exit, I did not see a vehicle. The vehicle in question had to have driven one of two ways. The vehicle either continued straight on the GA-10 outer loop, or had taken the exit ramp to Highway 441. I decided to continue straight on the outer loop, leaving Oconee County and entering into Clarke County.
As I drove approximately 125-mph, now approaching S Milledge Ave, I observe the vehicle still traveling at a high rate of speed, which appeared to be above 100-mph. I activated my emergency equipment on my marked patrol vehicle, to conduct a traffic stop. However, I was still a good distance behind the target vehicle.
Once my emergency equipment was activated, I observed the target vehicle make an abrupt lane change, taking the exit ramp to College Station Road. As I approached the exit ramp, I observed the target vehicle leave the roadway, crashing into a tree, and rolling to a stop. I approached the stopped vehicle, exiting my patrol vehicle, drawing my issued duty pistol, and giving the occupants commands. There were three occupants in the vehicle, and before being told, all three of them exited the vehicle.
The three females were commanded to sit on the concrete in front of my patrol vehicle. Once the scene was secured, and a backup deputy arrived, the target vehicle was cleared of all other occupants.
The driver was identified as Bre’Shawndra Shamariun Sharquell Carroll, out of Greenwood, South Carolina. When asked, Carroll stated that she and her two friends were from South Carolina, and had gotten bored earlier in the night. The agreed to drive to Atlanta, and when this encounter occurred, they were traveling back home.
Because the crash occurred inside Clarke County, the Athens-Clarke County Police Department conducted the crash investigation. The case number for the crash investigation is 2026-05310032.
National EMS arrived to the scene and spoke with each occupant. I was advised by EMS personnel that all occupants refused medical treatment.
Later, I placed Carroll under arrest. She was secured into handcuffs, behind her back, and searched by Officer Mata from ACCPD. Carroll was then placed into my patrol vehicle. While speaking with Carroll while she was in my patrol vehicle, I smelled an odor of an alcoholic beverage and faint odor of marijuana. I observed her eyes to be extremely red, bloodshot, and watery. Carroll was read Miranda Warning, which she agreed to speak. When asked, Carroll admitted to having drank three shots of tequila at approximately 2300 hours, before driving to Atlanta.
Because she was already in custody, and for officer safety reasons, I did not conduct any field sobriety testing. Carroll was advised of her charges, and read the Georgia Implied Consent Notice for suspects ages 21 and over. She agreed to chemical testing of her blood.
Carroll was transported to PARMC to complete the GBI test kit. Once completed, she was transported to the Oconee County Jail and booked on four citations for speeding, DUI-multiple substances, reckless driving, and fleeing or attempting to elude law enforcement-felony.
