[NARRATIVE #1 on August 27, 2026]

On 8/27/2026, at approximately 0245 hours, I, Deputy Ward responded to Highway 78 at Lenru Rd (within Oconee County, GA), to assist Deputy Blair with a broken down vehicle. Deputy Blair advised she was out with a vehicle that was parked on the side of the roadway, and a female was asleep behind the wheel of the vehicle.

On arrival, Deputy Blair explained she suspected the driver, Christine Stevens, to be under the influence of an unknown substance. Deputy Blair explained that she woke Stevens up, and Stevens was falling asleep while speaking to her. When standing outside the vehicle Deputy Blair advised Stevens began falling asleep while standing up also.

While speaking with Stevens, she advised she would conduct standard field sobriety testing (SFST). Stevens stated she had not consumed any alcoholic beverages, use prescription medications, or used illegal narcotics. While speaking with Stevens, I observed her eyes to be bloodshot, watery, constricted pupils, and heavy eyelids. I also observed Stevens to be unsteady on her feet, and to have slurred speech. I began SFST and the results are as follows.

HorizontalGaze Nystagmus (HGN): 6 out of 6 clues
-lack of smooth pursuit (2 clues, one for each eye)
-distinct and sustained nystagmus at maximum deviation (2 clues, one for each eye)
-onset of Nystagmus prior to 45 degrees (Nystagmus sober veld at approximately 20 degrees)

Walk and Turn (instructions demonstrated): 5 out of 8 clues
-cannot balance during instructional phase (moved his feet from starting position several times)
-stops while walking
-misses heel to toe (several times during both series of 9 steps)
-uses arms to balance
-improper turn (turned the wrong direction, did not leave front foot planted)

One-Leg Stand (instructions demonstrated): 2 out of 4 clues
-swaying
-using arms to balance

Advanced Roadside Impaired Driving Enforcement (ARIDE) testing. The results are below.

Modified Romberg Balance Test:
-29 seconds passed when Stevens stated she was finished
-eyelid tremors were present in both eyes

Finger To Nose Test:
-eyelid tremors present in both eyes
-missed finger to nose 3 out of 6 times

Lack of Convergence Test:
-lack of smooth pursuit in both eyes
-lack of convergence twice in the both eyes

Stevens was placed under arrest for driving under the influence of drugs. The substance in which Stevens was under the influence of, was undetermined. Stevens stated she had not used any for of medication, prescription or non-prescription, or any other illegal narcotics. Stevens was placed into handcuffs, behind the back, which were checked for fit and double locked. She was searched by Deputy Blair, without findings, and placed into the rear of my patrol vehicle.

I read the Georgia Implied Consent Notice for suspects ages 21 and over, which Stevens refused to provide chemical testing of her blood.

A vehicle inventory was completed. List wrecker, Oconee Roadside, was called to remove the vehicle.

Stevens was transported to the Oconee County Jail, and booked on one citation for DUI-drugs.

[NARRATIVE #2 on August 27, 2026]

On August 27, 2026, at approximately 0238 hours, I, Deputy Blair, was in my marked Oconee County Sheriff patrol vehicle driving on East Monroe Highway near Lenru Rd. While in the area I observed a blue sedan on the right side of the roadway just over the fog line. I got behind the blue sedan and activated my emergency blue lights.

Once behind the vehicle I also observed the gas cap and hood of the vehicle were open. I exited my patrol vehicle and attempted to contact the driver. I approached the driver side and observed a female, in the driver seat, later identified as Christine Stevens, to be asleeр.

Once observing Ms. Stevens was asleep I walked to the passenger side in attempt to wake Ms. Stevens up and ask if she needed any assistance or help. Ms. Stevens woke up and I began speaking with her. I asked Ms. Stevens what was going on with her car, and she replied, “I’m tired”. Ms. Stevens was mumbling her words and would not make eye contact with me.

Based off my observations I requested Deputy Tyler Ward to be in route to further evaluate Ms. Stevens for possible impairment. Ms. Stevens advised that she was driving for a while and was tired. After requesting Deputy Ward I continued to speak with her and asked for her license. At this point Ms. Stevens grabbed a makeup bag and was looking for her driver’s license. She then puts the makeup bag down and continues to try and locate her license. She then picks up the same makeup bag and looks through it, while mumbling something about her face.

I asked again for her license and directed her to where her wallet was located. She picks her wallet up from the passenger floor board and opens it. She continues to mumble her words and while looking for her license she asked if we still had cats. She then stated that she was dreaming about cats. While speaking with me about cats Ms. Stevens lays her head back on her headrest and falls asleep, briefly. She then wakes up and again falls back asleep, this time laying her head on the steering wheel. I again asked for her license. She was unable to get her license out of her wallet, so I took her wallet and retrieved her license. Once I had her license I advised Ms. Stevens that I would be back shortly.

I provided E911 dispatch with Ms. Stevens Ga Operator License Number (OLN). Dispatch provided a return that Ms. Stevens had a warrant out of Illinois for Forgery. She also had a caution for prior aggravated assault and obstruction of Law Enforcement. Based of Ms. Stevens possibly being impaired and her history, myself and Deputy Adams asked Ms. Stevens to step out of her vehicle. Ms. Stevens stepped out, and I prompted her to stand in front of my vehicle. Deputy Ward arrived, and the investigation was turned over to him. See his report for further.
