On 6/27/2026, at approximately 0128 hours, I, Deputy Ward was conducted speed detection on GA-10 outer loop near Highway 441. I observed a speeding vehicle traveling east on the Outer Loop coming from the direction of Epps Bridge Pkwy. I visually estimated the vehicle to be traveling 110 miles per hour, in a posted 65 mile per hour zone. Using my department issued radar, RP16753, I detected the motorcycle to be traveling 122 miles per hour. I activated my emergency lights and siren and began catching up to the vehicle.
While trying to catch up, the vehicle traveled into Clarke County, on the Outer Loop, where I lost visual. Once I topped the hill, just past the entrance ramp from Timothy Rd/Highway 441, I observed the motorcycle passing a group of cars by changing lanes quickly. Approaching the S Milledge Avenue exit, the motorcycle appeared to be slowing down, and took the exit.
As I drove onto the exit, I observed the motorcycle almost get hit by a vehicle because the rear tire of the motorcycle was sliding, which caused the motorcycle to enter the intersection, running the red light. I caught up to the motorcycle, and the driver signaled to me that he was no longer fleeing a was going to pull over.
The motorcycle came to a stop on S Milledge Ave, just Weymanda Circle. I exited my vehicle, and the driver had gotten off the motorcycle. I placed the male into handcuffs, behind the back, that were checked for fit and double locked. He was searched, and placed into the back seat of my patrol vehicle.
The motorcycle did not have a tag displayed on the rear. The VIN was run through dispatch and returned out of the State of Nevada. The driver was wearing a black book bag while riding the motorcycle. Inside the book bag, I located a large bottle of Jack Daniel’s whiskey. The bottle was open, and partially empty. The remainder of the whiskey was poured out at the scene. Nothing else of significance was located.
The male was identified by a Texas driver’s license, as Daniel Longoria. I read Daniel Miranda warning, and he agreed to speak. I asked how much he had been drinking, and he said “zero.” While speaking with Daniel, I smelled a strong odor of an alcoholic beverage coming from inside my patrol vehicle. That smell was not in the vehicle before Daniel got in. I asked if Daniel would allow me to look at his eyes, and he agreed. I conducted Horizontal Gaze Nystagmus and the results are listed below.
HGN: 6 out of 6 clues
-lack of smooth pursuit (2 clues, one for each eye)
-distinct and sustained nystagmus at maximum deviation (2 clues, one for each eye)
-onset of nystagmus prior to 45 degrees (2 clues, one for each eye) *nystagmus was observed at approximately 35 degrees*
I advised Daniel he was being arrested for DUI, and read him the Georgia Implied Consent Notice for suspects age 21 and over. Daniel did not give a firm yes, or no. When asked to provide a yes or no answer, he would not answer and stated he would do any test I needed. He also stated, “I’ve been drinking. Do what you need to do.” This was taken as a refusal to chemical testing of his blood.
List wrecker, Oconee Roadside, was called to remove the motorycle.
Daniel was transported to the Oconee County Jail and booked on eight charges; speeding, DUI alcohol-less safe, fleeing to elude-felony, open container possession, reckless driving, no tag displayed, failure to register a vehicle within 7 days or private party purchase, and driving with no motorcycle endorsement.
While en route to the jail, Daniel stated he had recently been arrested for driving with the wrong class license-no motorcycle endorsement, and given a citation for not registering his motorcycle. He stated he hadn’t registered the motorcycle in Georgia, since he moved back from Las Vegas, California.
