On April 23, 2024, at 1822 hours I, Deputy Christopher Haag, was responding with deputies to a physical domestic off Colham Ferry Rd. The complainant stated that her husband pulled her and threw her to the ground.
I arrived at the residence and noticed that there was a female and child crouched down together on the edge of the driveway. The female was very emotional and distraught from the altercation with her husband and having her son witness the situation. The female was crying and irrational during conversation but remained aware for the safety of her son. I asked the female to explain what occurred. She started crying and said that her husband was upset for some purchases and was yelling and swearing and cussing around their child. The female stated that she was scared of her husband because he was behaving threateningly. The female was unsettled and looking over her shoulder during the conversation, and she was not able to focus her attention towards me while speaking.
She stated that he was carrying a golf club when he started walking towards the car to get her purse and a credit card. There was an argument concerning credit card purchases for merchandise and gas. The male took the purse from the car and was rummaging through to find the credit cards. The female reached for her purse, and he grabbed her wrist and pulled her by the arm. On the left arm of the female there was a small abrasion from the male grabbing and pulling the female. The female stated that her husband threw her to the ground like a rag doll. She said he threw her to the ground which caused some pain to her knees and her shoe to break. The female yelled out, she noticed that her son then went and started hitting the husband (father). The female repeatedly apologized for calling 911 and having to make a report. The female also stated that she decided to call because she was scared and wanted to protect her son.
I asked her to write a statement about what occurred and to be as detailed as possible. The female stated that she was able to make an audio recording of the altercation, I requested her to provide copy to the Sheriffs Office at a later time. I informed her that she needs to keep that recording as it is now evidence in the case.
I spoke with the husband which is named Halton D. Turpin. I asked him to complete a written statement of the situation. I asked the husband what occurred, and he reported that he was attempting to receive a couple of credit cards that are not personal. He stated that he snatched the purse, and she fell to the ground and yelled out. He said, what are you doing? His statement appeared to have a scene of surprise over her action. He was able to maintain the credit card and put it away from the female. Halton was calm and reserved in his responses and stated that he understands that he may go to jail for the situation.
I did speak with the juvenile son. The son stated that he pulled her. I asked him who pulled, he replied that Daddy pulled Mommy. The son stated that there was yelling, and he was scared.
I requested statements from the victim, suspect and neighbors that witnessed the situation. The neighbors did not add any bearing on the situation of the case. All statements are attached to the report. I attached photos of the injuries of the female, she also refused any medical treatment. Based on the statements, physical response and injuries Halton D. Turpin was arrested and transported to the Oconee County Jail. Mr. Turpin was found to be the primary aggressor in the situation and is charged with Simple Battery FV and Cruelty to Children 3rd degree both Misdemeanors. All personal property and medication was turned over to the jail staff. I checked the rear seat of my patrol car and did not find any contraband.
