On 08/30/2026 at approximately 1933 hours while on patrol, I responded to a report of a hit-and-run at the intersection of Highway 15 and Highway 441.

I made contact with the complainant/victim and her front seat passenger, who were both still inside of gray in color Mazda 5. The driver stated that her vehicle was stopped on Highway 15 and Highway 441, in the right-hand turn lane, waiting for traffic on Highway 441 to clear, so she could make a right-hand turn. The victim stated that while her vehicle was stopped, and black Toyota Camry struck the back end of her vehicle.

The victim stated that the driver of the Camry did stop briefly and tell her that his license was suspended, so he was leaving the scene and would send his roommate back to the scene. The victim was able to take a photo of the tag displayed on the back of the Camry. The victim described the driver as a younger African-American, with short dreads and wearing jewelry.

As I was talking with the victim, a black in color Toyota Camry, with front end damage, stopped and parked behind my patrol vehicle. A Caucasian male exited the vehicle and walked up to myself and the victim. I asked the male who he was, and he stated that he was bringing the vehicle back to the scene.

I stated that he was not driving the Toyota Camry at the time of the collision, and he told me that his roommate was driving the vehicle and told him to bring the vehicle back to the scene of the hit-and-run. The roommate identified his roommate as Jalik Armstrong, and provided their address. At my request, the roomate and told Armstrong that I would be en route to his residence and to wait outside for my arrival.

I left the scene and followed the male roommate to his residence. Once at the residence, I made contact with Jalik Armstrong, who was waiting outside. I asked Armstrong to tell me what happened with the hit-and-run, and he advised that he was driving the black Toyota Camry on Highway 15 at Highway 441. Armstrong stated that he and the victim were in the right-hand turn lane, however the victim stopped abruptly instead of continuing on as the road sign indicates to do. Armstrong stated that because of how abruptly the victim stopped, the front end of the Toyota Camry struck the victim’s vehicle.

Armstrong also stated that he was trying to make it back to his residence because his daughter was there, and he wanted to see her. I obtained Armstrong’s name and date of birth and a GCIC inquiry revealed that his license was suspended on 03-28-2025 for failure to appear, on 05-23-2025 for driving while license suspended, and on 03-28-2025 for child support obligations. GCIC also revealed that Armstrong had an outstanding warrant out of Athens-Clarke County for failure to appear.

At 2014 hours, I placed Armstrong under arrest for following too closely (citation #45769), hit-and-run (citation #45770), and driving while license suspended (citation #45768). I placed him in double-locked handcuffs, searched him incident to arrest, and placed him in the rear seat of my patrol vehicle.

I then transported Armstrong to the Oconee County Jail without incident along with copies of his citations, his cell phone, and his wallet. A rear seat check of my patrol vehicle was conducted post transport with negative results.
