On Saturday, September 26, 2026, while operation L.I.D.A.R. (Laser) on 316 at Dials Mill Rd, I observed a single passenger car traveling westbound approaching at a high rate of speed. I visually estimated the vehicle’s speed at 80 M.P.H. and then checked it with the Laser (LA11778) and it displayed the vehicle’s speed at 82 M.P.H. in a 55 M.Р. H. zone.

I activated my emergency equipment and stopped the vehicle just before Dials Mill Ext. I made contact with the driver at the driver’s side window. The driver let the window down, and I could smell the strong odor of an alcoholic beverage coming from inside the vehicle. I asked the driver for his driver’s license, and he produced a Georgia’s Driver’s License, which identified him as Jerrome Bryan. I asked Bryan to step to the rear of his vehicle, and he complied.

Once at the rear of the vehicle, I explained to Bryan that he had been stopped for speeding, and he stated that he needed to be in Lawrenceville by midnight. As Bryan was telling me this, I could smell the strong odor of an alcoholic beverage coming from his breath. I asked Bryan how much had he drank tonight, and he stated that it wasn’t much but had something at a previous event he was just at. I asked Bryan if he would submit to some field sobriety test, and he stated no, that he was good to drive. I told him that the field sobriety test would demonstrate if he was safe to continue driving, and he again stated that he was good to drive. I asked him if he would take some sobriety test again, and he stated no.

I then placed Bryan under arrest for DUI, and handcuffed him to the rear with the handcuffs double locked. I then read Bryan the Georgia Implied Consent Notice for Suspects Age 21 or Over, and designated the State Blood Test, and he stated yes. I then placed him in the rear of my patrol car, and he asked me if I could get his phone.

I then got his phone and allowed him to call his wife to come pick the vehicle up. While talking to his wife, Bryan decided that he no longer wanted to take the State Blood Test, and only wanted to go to the jail. Deputy Rainwater stayed with the vehicle until his wife arrived, and I transported Bryan to the Oconee County Jail. Upon arrival at the jail, Bryan was turned over to the jail staff along with citations for Speeding and DUI.
