On 5/25/2026, at approximately 2145 hours, I, Deputy Ward, was patrolling the area of Epps Bridge Road, near Oconee Connector. While patrolling, I ran a GA tag [REDACTED], which was displayed on aa 2005 Nissan Sentra (white). The GCIC return showed that this vehicle did not have valid insurance. I conducted a traffic stop on this vehicle, and the final stop was in the parking lot of the Shell gas station (2111 Oconee Connector).
I approached the driver’s window of the vehicle, announcing myself as law enforcement, and advised the female driver of the reason for the stop. When asked, she provided her GA driver’s license and was identified as Mahogany Cooper. Cooper picked up her phone and was trying to look up her insurance policy. While waiting for her to do so, I smelled a strong odor of an alcoholic beverage coming from inside the vehicle. I observed another female sitting in the front passenger seat. I asked if the passenger had been drinking, to which she admitted that she had. The passenger was later identified.
I asked Cooper to exit the vehicle. While outside the vehicle, I smelled the odor of an alcoholic beverage coming from her person. When asked, Cooper stated she consumed approximately three shots of tequila, but was unsure of the total amount, a few hours before the traffic stop. Cooper stated she had also smoked marijuana approximately one to two hours before the traffic stop. Cooper consented to completing Standard Field Sobriety Testing (SFST), and the results are as follows.
Horizontal Gaze Nystagmus (HGN): 4 out of 6 clues
-lack of smooth pursuit (2 clues, one for each eye)
-distinct and sustained nystagmus at maximum deviation (2 clues, one for each eye)
**While completing HGN, and standing so close to Cooper, I smelled the odor of an alcoholic beverage coming from her breath.
Walk and Turn (instructions demonstrated): 1 out of 8 clues
-uses arms for balance
One-Leg Stand (instructions demonstrated): 1 out of 4 clues
-using arms to balance
**Once 30 seconds had passed, Cooper was counting approximately 10 seconds behind.
After completing SFST, I began Advanced Roadside Impaired Driving Enforcement (ARIDE) testing. The results are below.
Modified Romberg Balance Test:
-40 seconds passed when Cooper stated she was finished
-eyelid tremors were present in both eyes
Lack of Convergence Test:
-lack of smooth pursuit in both eyes
-lack of convergence, twice, in the left eye
Finger To Nose Test:
-missed the tip of the nose, 4 out of 6 times
-eyelid tremors present in both eyes
Once testing was completed, Cooper was placed into handcuffs behind the back, which were checked for fit and double locked. I read Cooper the Georgia Implied Consent Notice for suspects ages 21 and older, which Cooper denied chemical testing for her blood. Cooper was searched, without findings, and placed into the backseat of my patrol vehicle.
A search of Cooper’s vehicle was completed for any intoxicants, without findings. Cooper was given the opportunity to put insurance back on her vehicle, which was later turned over to her family member. Cooper was transported to the Oconee County Jail, and booked on two citations for DUI-multiple substances, and no proof of valid insurance.
