On August 25, 2026, at approximately 1447 hours, I, Deputy Jeffery McDonald #1346, Paulding County Sheriff’s Office (PCSO), responded to a dispute at [10 BLOCK] Powder Court, Dallas, GA 30157.
Upon arrival, I spoke to [VICTIM #1] at the intersection of Mill Court and Powder Mill Street, who stated that a verbal argument started between him and another man over a package he delivered to [10 BLOCK] Powder Court, Dallas, GA. He stated a male came out and started yelling at him about the package he just delivered. [VICTIM #1] saw the male pull a gun out and chamber a round, then he got back in his vehicle. He was able to take a picture of the male before leaving.
I took pictures of what he showed me on his phone: a white male with glasses, brown hair, a brown beard, a white T-shirt with VOTE on it, and shorts, holding a gun. [VICTIM #1] was asked if he would be willing to write a witness statement and denied it, but did want to press charges. He stated he could not write the statement form because he had more deliveries and needed to return to work.
When I arrived at [10 BLOCK] Powder Court with assisting Deputies, I was able to make contact with the white male from the picture I had seen already, later identified as Robert Bills Jr. He was asked if he had any weapons on him, and a pat-down was conducted to verify he had no weapons on him. I asked him what had happened, and he stated that the FedEx drivers were always throwing his packages when delivering them. The packages contained medical stuff for his diabetes and he was tired of the packages being thrown. He had come outside to ask the driver to stop throwing the packages.
Robert stated that the FedEx driver got out and in his face, then they started yelling and cussing at each other. He told the FedEx driver to get off his property, and that he would not get off the property. Robert pulled his gun out and chambered a round, keeping the gun pointed at the ground. The FedEx driver then backed out and left. Robert also stated that a similar situation had happened before in New Jersey where he was arrested for pulling a gun out on someone as well.
Robert was placed under arrest for O.C.G.A. 16-5-21 Aggravated Assault with a Deadly Weapon. Robert Bills Jr. did pull a gun out, chambering a round, placing [VICTIM #1] in reasonable apprehension of receiving a violent injury, which, when used offensively against a person, is likely to or actually does result in serious bodily injury.
Assisting Deputies got consent from the female at the residence to retrieve the gun that was used so it could be turned in for evidence. Deputy Mattick cleared the gun and placed it in a clear plastic bag. The gun was placed in the vault in the back of the patrol vehicle. I took pictures of the gun, magazine, and ammunition. Then placed the gun into evidence.
Robert was taken to Paulding County Detention Center, and custody was transferred to the Jail staff. I obtained a warrant for O.C.G.A. 16-5-21, Aggravated Assault with a Deadly Weapon. I uploaded all pictures to the I-Drive, then returned to service.
