On August 25, 2026, at approximately 1310 hours, I, Deputy Jeffery McDonald #1346, Paulding County Sheriff’s Office (PCSO), responded to a domestic dispute at [40 BLOCK] Crown Court, Powder Springs, GA 30127.
Upon arrival, I saw Deputies already on scene holding guns toward a male, later identified as Xavier Flowers, giving verbal instructions for him to show his hands and walk back toward them; he was placed in handcuffs. I noticed the bottom of a magazine and a gun in his left pocket. I put gloves on and removed the gun from his pocket. Assisting Deputies continued into the house to ensure no one else was inside. While keeping the gun in a safe direction, I removed the magazine and locked the slide to the rear, checking the chamber to ensure there was no bullet in it. I continued checking the male for any other weapons.
After clearing the house, we moved Xavier to the stairs in front of the house. Xavier was read his Miranda rights and consented to answering questions. He stated that he and the female, later identified as [VICTIM #1], were in a relationship. They had plans to go shopping after waking up. She wanted to have a conversation, got mad, then left the house to go to her car. She had made a phone call. He opened the garage and saw she had his shoes on, so he retrieved her shoes. She came up to him, took a water bottle from his hands, and said, “f*ck you.”
She took stuff and started stuff. She had come inside the house and continued the verbal argument. She punched him in the face. He told her to get out while she was in the doorway, then she punched him again. He pulled his gun out and hit her with the gun to get her off of him and told her to get out of the house again. She stated she wanted to talk. He tried to get her out of the house by placing his hands on her and moving her outside. She then bit him on the left arm. She grabbed the gun from him and held it; then he bit her finger to get the gun back so it would not be used on him. Xavier stated that he and [VICTIM #1] used to live together.
EMS checked Xavier’s injuries. Xavier had a visible injury to his lip, a bite mark on his left forearm, and a nick on the side of his neck. I took pictures of the injuries on the county-issued phone and uploaded them to the I-Drive. The gun was placed in an evidence bag and placed in the vault in the back of the patrol vehicle.
I went over to where [VICTIM #1] was, and she stated that when she woke up, she went into his room, sat on the bed, and told him she was going home. He jumped out of bed, got dressed, and started talking and arguing, which turned physical. Xavier placed her in a chokehold, then she bit his arm to get free from it. Xavier then struck her in the head with a gun.
During the chokehold, she stated that she could not breathe. She punched behind her, grabbed the gun, and was bitten on her thumb. She was able to get free, run outside to her vehicle, and call for the police. [VICTIM #1] had marks on her neck, a visible injury to her left thumb, and I was unable to see a mark on her head from where the gun struck her head. EMS had already checked her injuries before I could speak with her. I took pictures of [VICTIM #1]’s injuries on the county-issued phone and later uploaded them to the I-Drive.
Xavier was determined to be the predominant aggressor due to introducing a firearm during a physical altercation, increasing the risk of serious bodily injury. The visible marks on [VICTIM #1]’s neck corroborated her report of being in a chokehold and her self-defense of biting Xavier’s arm to get out of it.
I placed Xavier under arrest for O.C.G.A. 16-5-21 Aggravated Assault Strangulation. Xavier placed [VICTIM #1] in a chokehold, restricting her breathing, which resulted in strangulation.
O.C.G.A. 16-5-21 Aggravated Assault with a Deadly Weapon: Xavier pulled out a pistol and struck [VICTIM #1] in the head, which, when used offensively against a person, is likely to or actually does result in serious bodily injury.
O.C.G.A. 16-5-23.1 Battery – Family Violence: Xavier bit [VICTIM #1]’s left thumb, which left visible bodily harm to her left thumb. Xavier and [VICTIM #1] used to live together as roommates.
Xavier was taken to Paulding County Detention Center and custody was transferred to the Jail staff. I turned the gun into Evidence after taking pictures of it and uploaded the photos to the I-Drive. I obtained warrants for O.C.G.A. 16-5-21 Aggravated Assault Strangulation, O.C.G.A. 16-5-21 Aggravated Assault with a Deadly Weapon, and O.C.G.A. 16-5-23.1 Battery – Family Violence. I returned to service.
