On 7-3-2025, I, Deputy Shedd, while on patrol inside the Town of Tallulah Falls on Terrora Circle near Y Camp Road, which is located within the jurisdiction of Rabun County, when I observed a suspicious person on the Tallulah Gorge Short Line Trail, which is apart of the Tallulah Gorge State Park. I made contact with this subject who had been fishing, but stopped upon seeing my marked patrol car and began to walk toward a parked vehicle that was parked in a no parking area, and had large boulders placed by the state park in an attempt to prevent people from parking where the vehicle was, and due to the vehicle’s location where it was parked, it was parked in the grass and was also in the roadway impeading traffic on the two lane road.

I also did not see a visible state park pass as I approached the vehicle as required by offically posted signage from the state park indicating that parking passes must be purchased for parking inside the state park. I made contact with the suspicious male, who was also the registered owner and sole occupant of the vehicle and asked him to provide me with his state issued drivers license, and fishing license. The male stated it was located within the vehicle and went to obtain it. While standing beside the vehicle, a strong odor of both burnt and raw marijuana emitted from inside the vehicle. A short time later, the male, identified as David John Pringle, failed to produce a drivers and fishing licenses, and was detained while a probable cause search was conducted of the vehicle.

Subsequently, Pringle, began to scream profanities and began to disturb the immediate peace and tranquility of the state park, and the numerous visitors such as children and adults utilizing the walking trail and near by designated parking area. I advised him to stop using the profane language and he ignored me, and began to scream additional profanities and was becoming extremely unstable. I then placed him under arrest for disorderly conduct, and he was placed in my patrol car. Inside of his vehicle I located a pink box that contained a quantity of a green leafy like susbtance consistent with marijuana, and a used glass narcotics pipe.

Pringle was charged with the following offenses:

  1. Disorderly Conduct
  2. Possession of Drug Related Objects
  3. Improper Stop, Stand or Parking
  4. Fishing without a valid license
  5. Failure to possess valid trout stamp/license
