On August 28, 2023 at approximately 1750 I, Cpl. Dills was dispatched to 76 east at the recycle center for a male in a white shirt walking in the road. Dispatch advised that the male had almost been hit by two vehicles due to him stumbling in the lane of travel. The caller stated that the male is believed to be intoxicated. On scene, I made contact with a male later identified as William Guertin. As I spoke with Guertin I observed the odor of an alcoholic beverage coming from his person. As Guertin walked towards my patrol vehicle, Guertin was swaying and was stumbling in and out of the lane of travel

I then asked Guertin where he was headed, he said to a friend’s house, but would not say exactly were. When asked how much he had to drink he responded a little. Guertin had a mark on the right side of his eye and his right hand was bleeding. I then asked Guertin what happened, after a while he stated that he had fell. I asked Guertin if he needed medical for which he declined. I then had Guertin prop on the front bumper of my patrol vehicle due to his being extremely unsteady on his feet.

I then told Guertin to turn around and place his hands behind his hands behind his back, I then cuffed Guertin behind his back, cuffs double locked and checked for fit. I then placed Guertin in my patrol vehicle which had been searched and cleared prior to transport. I transported Guertin to the Rabun County Detention Center where he was turned over to Detention Staff. A backseat search of my patrol vehicle was conducted and no contraband was located.
