On 08/18/2026 at approximately 2153 hours, I, Deputy Itanji Bryant, was conducting a traffic stop when a Black male, later identified as Monic Kess, approached my patrol vehicle and began acting irate.

Kess was instructed several times to walk away from the area and was given multiple warnings. Kess refused to comply and subsequently laid on the ground. While on the ground, Kess began telling me to look at his p*nis. Kess then exposed his p*nis and began mast*rbating in my presence.

I immediately activated my body-worn camera and notified dispatch over the radio of a trouble-with-subject. Kess was subsequently placed under arrest and transported to the Richmond County Jail (RCJ) without incident.

A warrant was obtained and signed.
