On 04/09/2026, I, Deputy Christopher Meyers (124), was dispatched to [REDACTED] in reference to a possible child abuse case reported by DFACS. Prior to my arrival, dispatch advised that a DFACS worker had removed multiple children from the custody of their biological father the previous night and had received information regarding one juvenile with bruising to the buttocks.
Upon arrival, I made contact with [WITNESS #1] (Complainant), who identified herself as an associate with Richmond County DFACS. Ms. [WITNESS #1] advised that four juveniles were removed from the custody of Otis Smith (Suspect) at approximately 0500 hours on 04/09/2026. The juveniles were subsequently placed in the emergency guardianship of [WITNESS #2] (Other) on scene at the incident location of [REDACTED].
Ms. [WITNESS #1] stated that at approximately 1300 hours, she responded to [REDACTED] and observed that one of the juveniles, identified as [REDACTED BY AGENCY] (Victim/Juvenile), had sustained visible injuries to her buttocks. Ms. [WITNESS #2] reported that she requested [WITNESS #3] (Other) to observe the injuries. Ms. [WITNESS #3] stated that upon asking the juvenile what occurred, [REDACTED BY AGENCY] disclosed that her father spanked her with a belt inside a store.
Ms. [WITNESS #3] further advised that she spoke with other juveniles present. [WITNESS #4] (Witness) stated she observed Mr. Smith strike [REDACTED BY AGENCY] with a belt inside an unknown store. Additionally, [REDACTED BY AGENCY] (Witness) stated he witnessed his father strike [REDACTED BY AGENCY] with a belt.
I notified my shift supervisor, Sgt. Wesley Youngblood (B13), who responded to the scene and contacted the Criminal Investigations Division (CID). Investigator Monga (714) arrived on scene. All photo evidence of the injury to the juvenile was collected by CID. Ms. [WITNESS #2] advised that after the sheriffs office leaves, she would be taking the juvenile to WellStar hospital to be seen by medical staff.
