On Saturday, June 13, 2026, at approximately 1650 hours, I, Deputy Thomas Ray, was at 902 James Brown Blvd (Dyess Park) working Special Duty (Voter Rally Event). The event itself consisted of several members of the public, along with kids playing at the playground. While I was sitting in my patrol vehicle, a pedestrian approached me and advised me that a black male was fondling his genitals behind the bush near the yellow building at the water-sprinkling area.

I exited my patrol vehicle, walked on foot to the appointed area, and observed a black male with his shirt off, with his p*nis out in his hand, fondling himself, hiding behind the bushes. I approached the black male while being outfitted in my Richmond County Sheriff’s Office uniform, identifying myself as law enforcement, and instructed the black male to come out of the bushes.

The black male looked at me, put his p*nis back in his shorts, put his shirt on, and walked out from behind the bushes. The bushes were taller and wider than both him and me. I asked the black male why he was fondling himself at a public park, and he only advised me that he was just waking up. I placed the black male, who was identified by using the RCSO Intel facial recognition system as Quincy Cobb, into handcuffs and placed him in the rear of my patrol vehicle. I transported Quincy to RCJ and took out a warrant for Public Indecency.

RCSO Record’s Clerk [REDACTED] was notified upon warrant being signed.
