On 08-15-2026 at approximately 0633 hours, I, Patrolman K. Smallwood, was dispatched in non-emergency mode to [REDACTED] in reference to a report of indecent exposure.
Upon arrival, Patrolman Bagwell and I observed Andre Palmer, a 39-year-old Black male, standing in the backyard of the residence completely nude, with the exception of black slide-style shoes and socks. Patrolman Bagwell and I gave Palmer verbal commands to stop. Palmer disregarded our commands, turned away from us, and fled on foot. We pursued Palmer but temporarily lost sight of him. I notified Griffin Dispatch that we were involved in a foot pursuit and relayed our location and Palmer’s last known direction of travel to responding officers.
Additional D-Shift officers responded to the area and established a strategic perimeter in the area of North 14th Street and Slaton Avenue, as well as North 15th Street and West Broad Street. Officers then began closing the perimeter in an attempt to locate Palmer and prevent him from leaving the area.
During the search, I regained visual contact with Palmer on Slaton Avenue. Palmer was still completely nude and was running through the street and jumping fences between residences as he traveled from the Slaton Avenue area toward West Broad Street. Palmer subsequently exited a wooded area and ran toward Patrolman Bagwell in what appeared to be an aggressive manner, with his hands clenched.
Patrolman Bagwell was able to detain Palmer in the front lawn of [REDACTED]. Palmer was placed in handcuffs behind his back, which were properly fitted and double-locked. Palmer was then secured in the rear seat of Patrolman Bagwell’s patrol vehicle. I had Palmer’s information checked through Griffin Dispatch/GC1C.
EMS responded to [REDACTED] to evaluate Palmer for possible injuries following the foot pursuit. After Palmer was evaluated and cleared by EMS, I returned to [REDACTED] to conduct further investigation and interview the complainant/victim.
At [REDACTED], I spoke with [WITNESS #1], a 42-year-old Black female. [WITNESS #1] advised that she was inside the residence with her two daughters, [WITNESS #2], an 18-year-old Black female, and [REDACTED BY AGENCY] a 9-year-old Black female.
[WITNESS #1] stated she was getting ready for work when she heard Palmer attempting to gain entry into her residence through the front door. According to [WITNESS #1], Palmer was unable to gain entry through the front door and then moved to a side door, where he again attempted to gain access to the residence. [WITNESS #1] stated Palmer then moved to a kitchen window at the front of the residence and attempted to open the window.
[WITNESS #1] stated that, in an attempt to scare Palmer away from the residence, she activated the alarm on her vehicle using her phone. [WITNESS #1] stated that after she no longer saw Palmer, she deactivated the vehicle alarm. [WITNESS #1] then looked through the glass portion of the side door and observed Palmer standing outside the residence completely nude. [WITNESS #1] stated Palmer was grabbing his exposed genitals and appeared to be mastu*bating with his hand on his genitals.
I then spoke with [WITNESS #1]’s oldest daughter, [WITNESS #2], regarding the incident. [WITNESS #2] stated that she also witnessed Palmer’s actions. I specifically asked whether her younger sister, [REDACTED BY AGENCY] had witnessed the incident. [WITNESS #2] stated that [REDACTED BY AGENCY] did not see Palmer and did not witness the incident.
EMS also evaluated [WITNESS #1] while on scene. EMS advised that [WITNESS #1]’s vital signs appeared to be within an acceptable range and that she did not require transportation to Spalding Regional Hospital. EMS subsequently cleared the scene.
During the investigation, Patrolman Henderson advised me that MPO Scott, who was serving as the transport officer, had relayed information that Palmer’s clothing and other personal effects were located in front of [REDACTED]. Patrolman Henderson responded to that location and photographed the recovered property.
Palmer’s recovered personal effects included clothing, lighters, a cellular telephone, headphones with a charger, car keys, four identification cards, one library card, four debit cards, twenty-five cents, two dimes, one nickel, and a clear glass pipe containing white residue and black burn marks. Based on its appearance, the pipe was consistent with an object commonly used for the consumption of suspected methamphetamine and/or crack cocaine. Patrolman Henderson photographed the recovered property, including Palmer’s state-issued identification and Spalding County Sheriff s Office jail identification.
While I continued my investigation and interview with [WITNESS #1], MPO Scott transported Palmer to the Spalding County Sheriff s Office by the quickest and most direct route. MPO Scott’s patrol vehicle had been searched prior to the beginning of his shift for weapons and contraband. Palmer was subsequently released into the custody of the Spalding County Sheriffs Office.
The recovered clothing and personal property were submitted into Griffin Police Department evidence under evidence form number 44294. The clear glass pipe containing suspected drug residue was submitted separately into Griffin Police Department evidence under evidence receipt number 44293.
Department-issued body-worn cameras were activated during the incident and captured portions of the initial contact, foot pursuit, apprehension and arrest of Palmer, subsequent interviews, transportation, and Palmer’s release into the custody of the Spalding County Sheriffs Office.
Based on the facts and circumstances developed during this investigation, I, Patrolman K. Smallwood, will apply for arrest warrants for Andre Palmer for the following offenses through Spalding County Magistrate Court: Criminal Trespass, 0.C.G.A. § 16-7-24 Obstruction, O.C.G.A. § 16-10-24; Cruelty to Children in the Third Degree, O.C.G.A. § 16-5-70; two counts of Indecent Exposure, O.C.G.A. § 16-6-8; and Drug-Related Objects, O.C.G.A. § 16-13-1.
