Officer’s Narrative:

On 24 May 2026 at approximately 0350hrs, I, MPO D. Scott (#3998), along with Ptl. Ofc. K. Oxendine (#4089) responded in non-emergency mode to [800 BLOCK] Maple Dr, which is located within the City of Griffin, Spalding County, Georgia, to a report of a domestic in Progress.

Upon our arrival, we observed several vehicles in the driveway and on the front lawn. The voices were loud, coming from behind the driveway and the back of the house, particularly considering the time we were responding. As we were approaching the residence, we passed the driveway and could see past the corner of the home. I observed a group of approximately 10 or more teens around the pool area, I immediately saw what appeared to be beer cans around the edge of the pool and observed one of the female juveniles use a vape while quickly pulling her down upon noticing us.

For officer safety, I instructed all the juveniles to stay where they were and stop trying to go inside to investigate whether a fight had indeed taken place or if the juveniles had just been too loud. When asked what was going on, all the juveniles denied that anything negative had occurred. I elaborated that there was a concern/complaint that there may have been an argument/altercation or another complaint-worthy disturbance(s) going on. Still, everyone insisted that nothing was going on.

As these comments were made, one male juvenile in particular stepped forward out of the group, later identified as Mr. Britten Reed. As I approached Mr. Reed, he appeared to sway a lot. Once I was close enough, Mr. Reed immediately began to tell me that it was ok for me to look at him and drug test him and to look at his eyes.

At this point, I could smell the distinct, strong odor of an alcoholic beverage coming from Mr. Reed’s person. I asked him if he had been drinking, to which he replied that he had been. I next asked him for his age, to which he responded that he was 18yrs old, I then asked Mr. Reed if that made him legally allowed to drink. Mr. Reed answered, “Yeah.” I replied, “You are?” and Mr. Reed responded, “Not legally.” As soon as I said, “Ok then,” Mr, Reed’s body language and facial expression changed so much that the other juveniles began to tell him to calm down and just be quiet.

I advised Mr. Reed to relax and calm down. Mr. Reed looked sideways, pressed his lips, raised his hands, and stated, “I’m fall, I’m fall.” I asked him to explain what that meant. He raised his hands again and said, “I fall back and do what you tell me, I’ll tell you my name, put my hands where you want them.”

At this point, Mr. Reed was not just swaying sideways but also forward and backward. As he was already too close, I instructed him firmly to close his lips and be quiet. My goal was to gain full compliance from Reed in hopes of then obtaining a parent’s telephone number to come and get him. Mr. Reed displayed enough signs that he was heavily intoxicated, repeating himself, slurred speech, swaying motion, and glossy eyes, in addition to his behavior.

As Mr. Reed repeatedly failed to follow simple instructions, I tried to perform the HGN portion of the Standard Field Sobriety Test. This proved to be completely impossible to perform as Mr. Reed refused to stop talking despite being instructed not to talk and just follow the tip of the pain I showed Mr. Reed, with his eyes only, not moving his head. After several failed attempts, I stopped the HGN assessment. I then asked Mr. Reed to remain standing where he was, as I was going to speak to the resident owner of the residence, later identified as Mrs. [REDACTED].

Before I could take more than one step, Mr. Reed asked, “Do you need to put me in handcuffs or something?” I believed at this time that it would be wise to detain Mr. Reed, as it seemed that he would not de-escalate. In addition to the criminal offense of Possession/Consumption of Alcohol by a Person Under the Age of 21, Mr. Reed had already participated in.

After placing handcuffs behind his back, ensuring proper fit and double locking the handcuffs, I tried to walk/escort Mr. Reed away from the group of juveniles and get closer to Mrs. [REDACTED]. I also advised dispatch that I had one juvenile detained at that time.

As we got to Mrs. [REDACTED], Mr. Reed became very defiant, physically pulling away from me and telling Mrs. [REDACTED] to make me remove the handcuffs on him, When Mrs. [REDACTED] wouldn’t do so, Mr. Reed began ordering me to remove the handcuffs, which I wouldn’t. Mr. Reed then stated, “My stepdaddy is the Sheriff of the Henry County School system, bruh. Fall be getting a phone call from him tomorrow morning.” After repeatedly instructing Mr. Reed to calm down and be quiet, I observed a nearby pool chair and instructed him to sit in it. When he refused, I tried to assist him into the chair, which he just physically resisted even more. Since Mr. Reed continued to resist, he was guided into the chair more assertively.

As Mr. Reed was getting into the chair, he stated, “Locust Grove will be calling y’ all in the morning, and you all will be dealt with.” Once he sat down, he stated, “Oh hell nah, you all are not about to do this sh*t bruh.” As Mrs. [REDACTED] tried to calm Mr. Reed down, Mr. Reed said, “Y’all are all going to lose y’all’s fu*king job. You don’t know who the fu*k I am.” At this time, several of the juveniles had come closer, trying to get Mr. Reed to stop behaving as he was. One of the other male juveniles stated, “Britt, stop talking, can’t you see how he is trying not to arrest you.”

Mr. Reed stated well over five times, “Sheriff Perkins will be here, Sheriff Perkins will be here, and he will tell all of y’all to let this motherfu*ker go.” As Mr. Reed’s profanities were becoming more excessive and louder, I tried several times to make it very clear that continued behavior such as that was not only going to guarantee his arrest, but also lead to potential additional charges. When Mr. Reed did not change, and I asked him to confirm that Sheriff Perkins was possibly his stepdad that he referenced earlier, he replied, “That ain’t my stepfather, I tell you right now n*gga.

At this point, Mr. Reed changed from profanities to making racial slurs. In addition, Mr. Reed was now cursing at Mrs. [REDACTED], again stating, “Mrs. [REDACTED], I am in fu*king handcuffs, tell them to take them off” shouting loud enough that neighbors two houses down could easily hear everything that was going on, causing a major disturbance late into the early morning, past O3SOhrs. After Mr. Reed was advised that his continued stay was going to lead to additional charges, Mr. Reed stated, “Take me ni*ga, to fu*king jail.”

I then instructed him to get up and began escorting him to my patrol unit with the assistance of Ofc. Oxendine. Once inside my unit, my shift Sgt S. Jones arrived on scene to assess the incident. I advised him of what had occurred, and Mrs. [REDACTED] did the same. During this time, Mr. Reed began to kick and beat my patrol unit from the rear seat to such an extent that we suspected damage. Sgt. Jones instructed me to transport Mr. Reed immediately to prevent any damage to the vehicle.

As I got to my unit, I opened the rear driver’s side door and tried to advise Mr. Reed that if there was any damage, he would be charged with Damage to Government Property. Mr. Reed responded by shouting, “Take these cuffs off me Ni*ga.” Shortly prior to my opening the door, my vehicle dashcam recorded Mr. Reed stating, “Take these cuffs off me Ni*ga so I can beat your bi*ch a*s head in.”

Based on Mr. Reed’s overall continued behavior, dispatch had already been advised of his arrest status, and at this time asked to inform the Spalding County Jail that we were arriving with a heavily intoxicated subject who was also combative. I then began my transport, transporting Mr. Reed to the County Jail with lights and sirens activated.

Upon arrival at the jail, Mr. Reed stated I needed to hurry up while I was removing all firearms and ammunition before entering the booking area. Once I opened the door, he stated that he’d pee right here in front of me, which would have also been at me.’ I therefore pulled Mr. Reed out of the car and handed him over to the jail staff with whom Mr. Reed continued to display non-compliant behavior, making racial slurs at the jail staff and threatening them with their job as well, stating, “This is my house, you don’t know who you fu*king with. I will have all of y’ alls job fired by tomorrow,” then clapping his hands as if this entire incident was a laughing matter to him.

Upon turning Mr. Reed over to the jail staff, I resumed my regular patrol duties.

I will discuss obtaining warrants with the magistrate against Mr. Reed for the following offenses:

1.Terroristic Threats (Law Enforcement Official)
2.Disorderly Conduct
3.Possession/Consumption of Alcohol by a Person under the Age of 21
4.Obstruction/Resisting; Hingering Law Enforcement Official
