On 07/18/2025 at approximately 0152 hours, I, Officer Stephens, was dispatched to 1408 Hwy 16 West, the Waffle House located within the city limits of Griffin, Georgia, in reference to a dispute in progress.
Upon arrival, I made contact with the complainant, identified as Hannah Kulp. Kulp stated that she contacted law enforcement to report that her “baby daddy,” later identified as [VICTIM #1], had damaged her vehicle-a 2015 white Ford Explorer bearing Georgia license plate [REDACTED]. Kulp alleged that at approximately 1830 hours on 07/17/2025, [VICTIM #1] came to her friend’s residence and began kicking the passenger side of her car door, causing visible damage. I visually confirmed damage to the passenger side of the vehicle.
Kulp stated that she and [VICTIM #1] had been arguing throughout the day, which she claimed led to the incident. Officers conducted a Flock camera search on Kulp’s vehicle, which showed that the damage had been present for over a month. Due to Flock’s 30-day search limit, officers were unable to determine exactly when the damage occurred; however, it clearly predated the incident Kulp reported.
I then made contact with [VICTIM #1] and [VICTIM #2], both of whom stated that Kulp had been harassing them throughout the day. [VICTIM #2] explained that Kulp had been repeatedly calling and texting her despite being asked to stop. [VICTIM #2] provided screenshots of the text exchange. Kulp began by texting [VICTIM #2], “I’m calling the police to your house.” [VICTIM #2] replied that she would be reporting Kulp to the hospital where she works for harassment. Kulp responded, “That’s fine, the police are on their way.” [VICTIM #2] then stated she wasn’t home, to which Kulp replied, “Don’t care if you are or not, a report has been made against [VICTIM #1] being with you.” [VICTIM #2] advised Kulp that she would be seeking a TPO (Temporary Protective Order). The conversation continued until [VICTIM #2] told Kulp to stop contacting her and accused her of harassment.
[VICTIM #2] stated that after leaving her house with [VICTIM #1], they attempted to go to [VICTIM #1]’s brother’s residence, where [VICTIM #1] also lives. As they pulled into the driveway, [VICTIM #1] recognized Kulp’s vehicle parked there. They immediately left the location and drove to Waffle House, with Kulp allegedly following them.
[VICTIM #1] corroborated [VICTIM #2]’s account and added that Kulp had also been calling and texting him from blocked numbers and even from third parties’ phones. He showed me a string of text messages from Kulp, which included the following:
“You’re sick as f*ck. I know exactly what you’re doing. Just got told lmfao. You’re done. I’m about to send you this video from the other night that’s gonna make you SICK. Your underwear is gross as f*ck. Taking videos of it now. You think I’m playing too. I’m taking all [REDACTED BY AGENCY] sh*t as we speak. You will NEVER SEE HIM AGAIN. All his sh*t from over here. And my shirt my Mimi got you. And the shirt I got you. MINE.”
[VICTIM #1] also showed his call log, which showed repeated No Caller ID calls that he did not answer.
[VICTIM #1] stated that after leaving [VICTIM #2]’s residence around 0130 hours, they drove to his brother’s house. Upon recognizing Kulp’s vehicle in the driveway, they left and notified his brother that she was outside. [VICTIM #1]’s brother asked [VICTIM #1] to bring him some Waffle House food while waiting for Kulp to leave. While at Waffle House, Kulp arrived and began causing a scene.
I returned to speak with Kulp again. She stated that she had been at her friend’s house since around 1400 hours on 07/17/2025. She admitted to calling [VICTIM #1] during that time and saying “some nasty sh*t to him.” Later, she said [VICTIM #1] showed up at the house, and the argument escalated, which is when she claimed he kicked her vehicle. When asked to clarify the time, Kulp estimated it occurred between 1800 and 1900 hours.
I asked Kulp what happened between the alleged incident and the time of this report. She said she called family members for advice and explained she didn’t want [VICTIM #1] to go to jail, since he’s on felony probation, but wanted her car repaired. She stated she asked [VICTIM #1] to fix the damage, and when he refused, she decided to file a report.
When asked how she knew [VICTIM #1] and [VICTIM #2] were at Waffle House, Kulp said she had gone to [VICTIM #1]’s brother’s house. When his brother came outside to ask her to leave, he allegedly informed her that [VICTIM #1] and [VICTIM #2] were at Waffle House. She then went there.
I explained to Kulp that law enforcement has access to nationwide vehicle footage through Flock cameras, and that those images showed the vehicle damage was not recent. I informed her that the damage had been present for over a month.
Based on the totality of evidence, Hannah Kulp was placed under arrest for the following offenses:
“Stalking (2 counts) – O.C.G.A. 16-5-90
“Misuse of 911 – O.C.G.A. 16-11-39.2
Kulp was handcuffed behind her back. The handcuffs were checked for proper fit and double-locked. A female officer conducted a search of her person; no contraband was found. Kulp was then secured in the rear passenger seat of my patrol vehicle.
Both [VICTIM #2] and [VICTIM #1] completed written victim statements, which were submitted into evidence.
After completing all necessary jail paperwork, I transported Kulp to the Spalding County Jail, where she was released into the custody of jail staff. Warrants are pending.
