On March 20, 2026, at approximately 09:19 hours I, Deputy R. Carr, responded in a non-emergency mode to 1900 North Expressway a the Country Inn and Suites in reference to a disturbance in the lobby.
Upon my arrival I made contact with [WITNESS #1] (I/M DOB:/1998) who walked me into the lobby and pointed a white female sitting in a wheel chair causing a disturbance in the lobby. While I was approaching the subject she began speaking to an African American family across the lobby talking about how they were slaves.
I stepped in between the subjects and got her to stop I then also identified her as Jacqueline McComsey (W/F DOB:/1964). Jacqueline stated that she didn’t do anything wrong and that she was just educating the subjects across the lobby. After speaking to Jacqueline I made contact with the other parties involved as [VICTIM #1] (B/F DOB:/1987) and her two daughters, [REDACTED BY AGENCY] and [REDACTED BY AGENCY] as well as her niece [REDACTED BY AGENCY].
[VICTIM #1] stated that while she was sitting down allowing her daughters and were up at the counter fixing their breakfast when Jacqueline looked at [VICTIM #1] and told her “you need to get of your fat black a*s and take care of those children”. [VICTIM #1] stated that after Jacqueline asked who she was talking to and Jacqueline began to talk to them about how they got here from Africa and them calling them slaves.
[VICTIM #1] stated that there was a witness that heard all of the comments and the interaction, that identified as [WITNESS #2] (B/M DOB:/1973) who stated that Jacqueline had been making comments to several guests about how they got to America from Africa.
After running a warrant check on Jacqueline I was notified that she had a active warrant out of Bibb County for Failure to appear (warrant #470944). I had Dispatch confirm the warrant and they advised the warrant was valid and to place a hold. I placed Jacqueline under arrest and had her go to the rear seat of my patrol car, due to her being in a wheel chair I did not handcuff her.
After Jacqueline transferred herself from the wheel chair to the rear seat of my patrol car I placed her wheel chair in the rear cargo area of my patrol car and transported her to the Spalding County Jail. Once at the jail I turned Jacqueline and her wheel chair over to jail staff. I checked the rear seat of my patrol car before and after transporting Jacqueline to the jail.
