On 2/3/22 at 0930 hours I was dispatched to [1100 BLOCK] W Popular St B-U Apt-[REDACTED] in reference to a person shot. Upon arrival I immediately noticed a Spalding County Medical staff providing medical aid to victim / [REDACTED BY AGENCY] whom was unconscious but breathing. Once approaching [REDACTED BY AGENCY] I immediately noticed a gun shot wound to the right side abdominal / bladder area. I then noticed [REDACTED BY AGENCY]’s right thumb to be completely dismembered. After assisting the medical staff and providing aid to [REDACTED BY AGENCY] until further medical staff arrived on scene, I then spoke with witnesses on scene to gather information.
Due to the complainant / [REDACTED] being belligerent and irate emotional behavior a statement could not be provided, for her only concern was her child.
Evans advised himself and [REDACTED BY AGENCY] was standing in front of the building when a black in color Kia (unknown model / tag #) with dark tinted windows slowly approached on W Popular St. Evans stated the suspicious vehicle came to a complete stop in the roadway and that is when he noticed the front passenger window roll down. Evans advised a black male in the passenger seat wearing a black hoodie as well as a Nike ski mask then pointed a firearm and began shooting (approximately 2-4 times). Evans stated after the black in color Kia sped off (East bound on W Popular St) that is when he discovered [REDACTED BY AGENCY] laying on the asphalt in a puddle of blood.
After speaking with Evans, Evans admitted to having issues with an East Side Gang (would not specify) but did not know who the shooter was. Evans also advised he did witness a black male driver whom was also in a black hoodie operating the motor vehicle.
After receiving the provided information, Griffin Police Departments Detectives (CID) arrived and took over the scene….
