On April 13, 2025, at approximately 1611 hours, I responded in a non-emergency capacity to [1400 BLOCK] Beatty Street, located within the City of Griffin, Spalding County, Georgia, in reference to a report of indecent exposure.
Upon arrival, I made contact with the complainant, identified as [VICTIM #1]. Ms. [VICTIM #1] stated that she was outside her residence washing a gray cooler when she observed her neighbor, later identified as Jonah Stout, standing in his backyard directly across the street with his pants down. Ms. [VICTIM #1] reported that Mr. Stout was staring at her while engaging in what appeared to be mast*rbation. Ms. [VICTIM #1] advised she immediately informed her father of the incident and then went inside the residence. Her father subsequently contacted 911.
I proceeded to make contact with the suspect, Jonah Stout, at his residence located at [1700 BLOCK] Spring Valley Circle, within the city limits of Griffin, Georgia. Mr. Stout stated that he had been “taking a piss” while standing near the fence. When asked if he had done anything else or why he chose that particular location, Mr. Stout responded that he was not really thinking and simply needed to relieve himself.
Ms. [VICTIM #1] completed a written victim statement and expressed her desire to pursue charges. She also indicated she is willing to testify in court regarding the incident.
Mr. Stout was subsequently placed under arrest. Handcuffs were applied behind his back, checked for proper fit, and double-locked. He was secured in the rear seat of patrol unit 1267 and transported to the Spalding County Jail for processing.
Mr. Stout was issued a City Citation under O.C.G.A. §16-6-8 – Public Indecency.
While on scene, my department-issued body-worn camera was fully operational. I did not observe any external surveillance cameras in the immediate area that may have recorded the incident.
