On September 7, 2026 at approximately 1658 hours I, Deputy L. Smith and Deputy Warney were dispatched to [400 BLOCK] Dobbins Mill Rd in reference to a domestic dispute.

Upon arrival we activated our body worn cameras and approached Smallwood, Joseph (W/M DOB: [REDACTED BY AGENCY]) who was standing next to the front porch disputing with other individuals on scene without wearing a shirt. Deputy Warney began to ask Smallwood what happened, in which he stated that he was helping his son fix his truck, and stated at that time, other individuals began coming up to him and antagonizing him threatening to fight him. While speaking with Smallwood we smelled the odor of an alcoholic beverage emitting from his person and noticed that Smallwood had slurred speach. I asked if Smallwood had been drinking in which he stated he had six sixteen ounce natural lights.

At this time I also smelt the odor of marijuana emitting from his person. We began searching him in which only a shot size of fireball, a tv remote, a wallet, and a lighter was found. I asked for his ID in which he was refusing to comply and held his wallet in his hand. He was temporarily placed in handcuffs at the time while Smallwood was ran through GCIC/NCIC.

We then spoke to the other individuals involved. [VICTIM #1], (W/F DOB:[REDACTED BY AGENCY]) stated that he had been drinking today and was cussing her out. [VICTIM #1] stated Smallwood also went back into the residence where he closed the door and bumped her. [VICTIM #1] stated she blocked the door from hitting her with her hand. She as well as [WITNESS #1] (W/M DOB: [REDACTED BY AGENCY]), [WITNESS #2] (W/M DOB: [REDACTED BY AGENCY]), and [WITNESS #3] (W/F DOB: [REDACTED BY AGENCY]) states he had took his shirt off and threw it in the front yard where he began challenging [WITNESS #2] and [WITNESS #1] to fight him.

I observed video recorded by [VICTIM #1] on her cell phone. While watching the video I observed Smallwood yell in the front yard at the individuals on scene in a loud and tumultuous manner during which Smallwood took his shirt off in an attempt to fight the individuals on scene.

All witnessess on scene filled out statement forms.

Smallwood was then searched and placed in the back of Deputy Bean’s patrol car and was transported to the Spalding County Jail on a count of Disordely Conduct.

Warrant for disorderly conduct was applied for and signed by magistrate court judge, Judge Grubbs Warrant #(26-EW-005139)
