On Wednesday 09/09/2026 at approximately 0721 hours, I, Deputy Perez and Deputy Hudson responded non emergency to a domestic at [REDACTED].

Upon arrival I made contact with a 14 year old juvenile, (B/F DOB [REDACTED BY AGENCY]) who stated that she woke up at 0500 this date to work out and get ready for school. [REDACTED BY AGENCY] stated that at approximately 0500 hours her mother, Joyce Troutman (B/F DOB [REDACTED BY AGENCY]) came into her bedroom and started to argue with about being awake at that time and using her cellphone and tablet at that hour. [REDACTED BY AGENCY] stated that the verbal argument led to Troutman making the statement “I will fu*k up your sh*t”. As the argument continued [REDACTED BY AGENCY] stated that Mrs. Troutman began to strike in the face and mouth causing to have a swollen right bottom lip that I observed during my interview. [REDACTED BY AGENCY] states that she fought back in self defense striking her mother in the face and upper torso. [REDACTED BY AGENCY] states that during the fight her mother held her down to the ground by her hair as she attempted to exit the residence. [REDACTED BY AGENCY] stated she attempted to leave out the back door to go to school but was unable to because her mother was blocking the exit. During my interview with [REDACTED BY AGENCY] she had trouble speaking to me because she was crying and stated she felt “really embarrassed” because of the situation and how her mother treated her.

I then made contact with Mrs. Troutman who was inside the residence. Mrs. Troutman stated she was upset that her daughter was awake early in the morning and on her cellphone and tablet. As I interviewed Mrs. Troutman in her kitchen, I observe an empty 12 pack of Bud Light beer. When I asked Mrs. Troutman if she knew how long she had been drinking alcohol and how much she had to drink, she refused to answer. Mrs Troutman then stated she was drinking prior to our arrival with an unidentified person. I ask Mrs. Troutman if she hit her daughter or stopped her from leaving the residence to which she stated “I didn’t want her to leave the house angry like that”. Mrs. Troutman advised me that she took cellphone and tablet and hid those items as punishment. I ask Mrs. Troutman to step outside with me to the front of the building to continue the investigation. After we walked outside, I asked Mrs. Troutman if she hit [REDACTED BY AGENCY] or if they were in a physical altercation. Mrs. Troutman then made the statement “I will not answer any more questions”.

After completing my investigation I placed Mrs. Troutman in handcuffs, double locked and checked for proper fit. Mrs. Troutman was then secured in the right rear seat of Deputy George’s patrol vehicle and transported to the Spalding County Jail. Mrs. Troutman was charged with Battery family violence (warrant number 26-EW-005165) and Cruilty to children 1st degree (warrant number 26-EW-005166) My body worn camera was activated during this encounter. A criminal history check was conducted on both Mrs. Troutman and [REDACTED BY AGENCY] When I checked RMS I found no domestic history with Spalding County Sheriff’s Office for both Mrs. Troutman and [REDACTED BY AGENCY]. I did find that Mrs. Troutman had multiple domestic violence incidence with the Griffin Police Department.
