On April 8, 2025 at approximately 1353 hours, I responded in non-emergency mode to 1435 Highway 16 W (Home Depot), which is located within the City of Griffin Spalding County Georgia, to a report of Animal Cruelty.
Upon my arrival I Ofc. Webster made contact with a Ms. [WITNESS #1] who stated when she was assisting customers while working at Home Depot, she observed a male strike a dog with the leash he was holding after falling on the floor. Ms. [WITNESS #1] stated she also observed a bloody laceration to the right side of the dog’s head.
I Ofc. Webster was later able to observe camera footage of a bald male subject wearing what appeared to be a cream in color shirt, grey in color pants and brown in color shoes appear to fall trip while shopping in Home Depot, then soon after the male subject was observed getting down on one knee and struck a brown in color dog on the head with a leash.
The male subject later exited the store after paying for his items and left the scene in a red in color pickup truck. Upon further investigation, Investigator Hoard of the Griffin Police Department was later able to identify the red in color pickup truck through the use of Flock Cameras which returned to a red pickup truck registered to a Mr. Larry Gould whose driver license photo matched the description of the male subject at Home Depot.
Contact was later made with Mr. Gould at [800 BLOCK] Morgan Dairy Rd, Milner GA, with a Lamar County Sheriff Deputy on scene. I Ofc. Webster asked Mr. Gould if he had been at Home Depot to which Mr. Gould stated he was. I Ofc. Webster advised Mr. Gould of the reason of contact and asked if he had struck his dog while at Home Depot to which he admitted he did. When asked if there was a reason for striking the dog Mr. Gould shook his head no then stated the dog tried to run to someone and drug him down to his knees where he then struck the dog.
I Ofc. Webster observed what appeared to be the leash Mr. Gould struck the dog after he asked Ms. [REDACTED] to retrieve it which was red orange in color.
Blood was also observed on Mr. Gould’s pants and when asked when what was the source of the blood stain Mr. Gould advised he was injured when he was pulled down by the dog and pulled up his arm where a bandage appeared to be on his forearm.
Mr. Gould was advised striking the dog in such a manner, causing harm to the dog was not acceptable.
Mr. Gould was advised he would be taken into custody for Cruelty to Animals.
Being that the dog had no life-threatening injuries, City of Griffin Animal Control allowed the dog remain on scene with a Ms. [REDACTED], Mr. Gould’s wife.
Mr. Gould was advised he was under arrest and handcuffed with his hands behind his back which were double locked and checked for fit. I Ofc. Webster searched Mr. Gould for weapons and contraband before placing him in the back seat of my patrol car, which was checked at the beginning and end of my shift, and before and after transport to the Spalding County Jail, where he was turned over to the jail staff.
A copy of Home Depot video footage of the incident was not available at the time of contact but I Ofc. Webster was advised footage would be able to be obtained at a later date.
A Witness Statement for was completed by the reporting party.
A case number was generated in reference to this incident.
