On Monday 3/16/26 at approximately 1559 hours, I responded in emergency mode to the area of N 9th St and W Broadway St, which is located within the City of Griffin Spalding County Georgia, to a report of an vehicle crash with injuries.
Upon arrival I made contact with [VICTIM #1] who advised that he was north on N 9th St at W Broadway St when a white ford SUV failed to stop at the stop sign causing both vehicles to collided. [VICTIM #1] stated that the other driver told him that he had no brakes, and that he would have stopped. [VICTIM #1] identified the driver of the other vehicle as a dark black male with dreads. [VICTIM #1] stated that he had someone following the vehicle and was able to get a tag number of [REDACTED] before losing the vehicle. The vehicle later showed up on Flock and a BOLO was given to Lamar County to look for the vehicle.
At approximately 1647 hours, I was notified that a Lamar County Deputy had stopped the vehicle I was looking for. At approximately 1707 hours, I made contact with Lamar County at Ga 7 and Old Hwy 41 with the vehicle and driver. Manuel Penn was identified as the driver and was read his Miranda Rights and agreed to speak with me. He stated that he was traveling west on W Broadway St at N 9th St and that his brakes were not working properly.
Penn was found at fault and was arrested and issued citations for failure to stop/yield at stop sign, maintenance of brakes, and leaving the scene of an accident. Further investigation lead to Penn receiving citations for display of license plate (smokey color tag cover which had been cut that was obstructing the state, decal, and county) and driving on suspended license.
[VICTIM #1] complained of back and shoulder pain, but refused EMS.
