On May 05, 2026 at approximately 2004 hours, Lt. Michael Storey was dispatched in non-emergency mode to [100 BLOCK] Hall Rd in reference to a white male threatening the people at the location.

Prior to arrival, Dispatch advised another caller reported the same subject opened to door to her house. The suspect was reported to have walked back to the roadway and was walking down the road. That caller did not want contact with law enforcement.

Upon arrival, Lt. Storey activated his body worn camera and made contact with Phillip McGowan. He was standing at the edge of his property on the corner of Hall Rd and W Teamon Cir. Lt. Storey approached him and asked what was going on. McGowan stated he approached the guy and girl over here. McGowan pointed toward [100 BLOCK] Hall Rd. He stated he offered them a beer. He stated he hadn’t even had a beer today himself. He stated they insulted him and said they were going to call the police and made up stuff to ruin his life. He stated they then told him they would kill his puppies by making up stories to the dog pound. He stated they called the fire department and made up stories on him. McGowan then went on a rant about President Trump, demons, and the fact he is suing Spalding County and other agencies.

Lt. Storey detained Phillip McGowan due to his erratic behavior and due to the report of threats. Phillip McGowan was handcuffed behind his back. The cuffs were checked for proper fit and double locked. McGowan was placed into the back of Deputy Griefs vehicle.

Lt. Storey made contact with [WITNESS #1] and [WITNESS #2] at [100 BLOCK] Hall Rd. [WITNESS #1] stated Phillip McGowan came onto the property yelling about them calling animal control on McGowan’s dogs. [WITNESS #1] stated McGowan threatened to kill the dog catcher, law enforcement, and whoever called 911. [WITNESS #1] stated [WITNESS #2] and her were the ones that called the dog catcher, so he was threatening them. McGowan then stated he would kill law enforcement that came out today and them for calling. [WITNESS #1] had video surveillance footage of McGowan coming onto the property. In the video McGowan could be clearly made out on the property yelling, but his words were not clear. Lt. Storey heard him say something about Spalding County and his girlfriend’s face.

[WITNESS #2] confirmed McGowan came onto the property and threatened to kill the dog catcher, law enforcement, and them for calling 911.

Lt. Storey returned to McGowan and advised him he would be under arrest for disorderly conduct and advised him a judge would be consulted about terroristic threats because he threatened to kill the dog catcher. McGowan then spontaneously uttered “yeah because he threatened my life since he was going to lie to everybody”. Lt. Storey then advised McGowan he was reported to have threatened to kill law enforcement. He then spontaneously uttered “I am actually going to shut down your government and you all just fell for a trap “. Lt. Storey then advised him he was reported to have threatened whoever called the cops.

Deputy Clark transported McGowan to the Spalding County Jail.

McGowan was issued a criminal trespass warning for [100 BLOCK] Hall Rd.

A warrant disorderly conduct (26-EW-003130) and two warrants for terroristic threats (26-EW-003131 and 26-EW-003132) were signed by Magistrate Judge Parks.
