On 05/08/2026, at approximately 1040 hours, I, Ofc. C. Conaway 3614 with the City of Griffin Police Department, responded in non-emergency mode to 130 W Solomon St. Griffin-Spalding, Georgia, in reference to a dispute.
Upon arrival, I made contact with Robert Ludlam, who was sitting outside of the Smash Burger Bar. I spoke with Smash Burger Bar employees who advised that Mr. Ludlam was demanding that they make him food and became irate with them while yelling to give him food.
I received a call for service at approximately 1011 hours, in reference to a similar incident where Mr. Ludlam was sitting outside of a business, located at 127-B W Solomon St., screaming at customers and patrons as they came into the business. Mr. Ludlam was criminally trespassed from that location, and warned about disturbing the public and disrupting business operations.
Due to Mr. Ludlam causing multiple disturbances to the public and businesses in the area, he was taken into custody for disorderly conduct. Mr. Ludlam was handcuffed, behind the back, checked for proper fit, and searched prior to being placed into the rear of my patrol vehicle. Mr. Ludlam was transported to Spalding County jail where he was turned over to jail staff.
Mr. Ludlam was issued a municipal citation for disorderly conduct. Mr. Ludlam refused to sign the citation. A copy of the citation was provided to him.
