On August 28, 2026 at approximately 1445 hours I, Deputy L. Smith was dispatched to [600 BLOCK] Northside Dr in reference to a violation of a temporary protective order.

Upon arrival I made contact with [VICTIM #1] (B/F dob [REDACTED BY AGENCY]) who lives in apartment [REDACTED]. [VICTIM #1] stated that she has recently applied for and was granted a TPO for a Ronnie Raines (B/M dob [REDACTED BY AGENCY]) who lives in the the apartment next door to her’s in apartment [REDACTED].

I went to apartment [REDACTED] and made contact with Raines who was actively moving out of the apartment. Raines stated he was served with a TPO. Raines and his Fiance Latisha Miller (B/F dob [REDACTED BY AGENCY]) were in the process of moving and had a Uhaul parked behind the apartment and were actively moving out ofthe apartment when I made contact with them. Miller advised that they have a court date set for September 1, 2026.

I left the location and spoke with Lt. Bruce in reference to the TPO.

Upon leaving the call for service I spoke with Lt. Bruce who reviewed the TPO that was signed by Judge Miller on 8/14/2026 and a court date for the TPO was set for September 1, 2026. The civil action number for the court case is 26V-985.

Upon review of the TPO it stipulates that Raines could not be within 300 yds of [VICTIM #1]. Raines was in violation of the claus while he was in the adjacent apartment moving.

At approximately 1600 hours myself and Deputy Bowers went to the location and made contact with Raines and Miller. I advised them that the TPO went into effect when he was originally served prior to the court date and placed Raines under arrest.

Upon running Miller’s information through dispatch, Dispatch advised that Miller was wanted out of Spalding County for simple battery warrant #(26-EW-004719)).

Miller and Raines were placed under arrest and transported to the Spalding County Jail by Deputy Bower.

On August 28, 2026 at approximately 0850 hours a warrant was applied for, for Raines for the charge of violation of a TPO order and signed by magistrate court judge, Judge Grubbs Warrant #(26-EW-004935).
