On 19 August 2026, at approximately 1430hrs, I, MPO D. Scott (#3998), responded in emergency mode to the area of 1569 N Expressway, “Walmart” Parking Lot (Row11), which is a commercial business located within the City of Griffin, Spalding County, GA, in reference to an Animal (Dog), Left in a Vehicle.

Upon arrival, I observed a fire truck from Station #2 on scene with its emergency lights on. It was positioned next to a red-in-color Toyota Camry, GA Temporary Tag# [REDACTED]. Dispatch identified this vehicle as the one reported by the third-party caller. Upon making contact with the vehicle, I observed Fire Chief J. Hamilton holding a black Yorkie Poodle (“Charm”). Chief Hamilton advised that he was able to pull the dog out of the vehicle due to its small size and the window being down enough to pull it out the internally hot car. When I exited my patrol unit, the temperature gauge displayed the current outside temperature as 95*. Chief Hamilton stated that Asst. Chief B. Brock went inside Walmart to announce to the owner of the Toyota to come outside. At that time, Chief Brock returned from Walmart when I asked him if he had a temperature-reading unit (Laser Infrared Thermometer). The fire department uses this device to identify heat levels in rooms, walls, cars, and appliances, among other areas.

Chief Brock went to his unit to locate said device, and once he found it, he tested the heat index inside the red Toyota Camry the Yorkie Poodle had been. Chief Brock advised the heat index inside the vehicle was 114*. During this time, the owner of the Toyota Camry arrived on scene, who was identified as Ms. Siyuria Key. Ms. Key acknowledged she was also the dog’s owner and stated she had left the dog for only a short time. Ms. Key was accompanied by another adult, identified as Mr. [REDACTED]. I advised Ms. Key that she was detained at this time and not free to go, pending the outcome of an investigation into Cruelty to Animals. I requested an Animal Control Officer via dispatch and advised that Animal Control Officer #2253 was dispatched to the incident.

Upon arrival of AC Ofc. #2253, I advised him of my findings. He then spoke to Ms. Key to confirm the information she provided. Ms. Key stated that her Yorkie Poodle had not been spayed/neutered, was not chipped, and was not wearing a dog collar with an ID tag at this time. She further advised that she had owned her dog for approximately 5 years from this date. AC Ofc. #2253 advised based on the heat index of 114* inside the vehicle, leaving the dog in said vehicle while Ms. Key did have the means to either stay in the car and have Mr. [REDACTED] get the things she needed from the store, or wait until he returned and then switch with him, thereby providing a safe environment for her dog; while the car could have been left turned on with the AC running.

Based on all the information and evidence collected, I advised Ms. Key that she was being placed under arrest for Cruelty to Animals. She asked and was permitted to turn her vehicle and care for her dog over to Mr. [REDACTED]. Dispatch was updated of Ms. Key being placed under arrest and turning her vehicle and dog over to Mr. [REDACTED]’s care. Once dispatch acknowledged, Ptl. Ofc. Smallwood who arrived on scene to assist, transported Ms. Key to the Spalding County Jail, where she was turned over without further incident.

Warrants were applied for the charge(s) of Cruelty to Animals (M), OCGA 16-12-4, to the Spalding County Magistrate against Ms. Key. They were sworned and signed by me before Judge B. McDowell on 20 August 2026.
