On 03/24/2026 at approximately 0700 hours, I MPO. M. Zubia #3915 with the Traffic Unit responded in emergency mode to the area of SR-16 (W Taylor St), near the area of S 17th St in reference to a hit and run that just occurred with airbag deployment. Upon arrival, I spoke with both victims identified as Mr. [VICTIM #1] and Ms. [VICTIM #2].

Ms. [VICTIM #2] advised that she was traveling on Taylor in the right lane in her Kia Sorento (Tag#[REDACTED]), when what she believed was a blue in color Chevrolet Tahoe, entered into the roadway from S 17th St. Ms. [VICTIM #2] continued to say that the Tahoe pulled out in front of her vehicle, and struck the front end. Ms. [VICTIM #2] said that once she stopped, the Tahoe stopped just ahead of her, and then continued traveling West on Taylor, fleeing the scene without leaving insurance information.

Mr. [VICTIM #1] stated that he was in the left lane next to Ms. [VICTIM #2] in his GMC Sierra (Tag#[REDACTED]), when the collision occurred. Mr. [VICTIM #1] then said that after the collision, Ms. [VICTIM #2]’s vehicle entered his lane, causing [VICTIM #2]’s vehicle to strike Mr. [VICTIM #1]’s. Mr. [VICTIM #1] also advised that it was a Chevrolet Tahoe, and appeared to be a darker color, unsure if it was blue or black and that it continued West, fleeing the scene. Sgt. Hurst checked the area and was able to locate the Tahoe (Tag#[REDACTED]), at 676 N Expy (America’s Best Value Inn).

Upon arrival, the driver identified as Ms. Toni Lynch, was already placed in custody by Sgt. Hurst. Sgt. Hurst advised that he read Ms. Lynch miranda and she advised that she was attempting to stop in an area with a hotspot to contact her insurance company. Sec supplemental for further information.

Ofc. K. Oxendine arrived on scene to conduct a female pat down, and conducted ARIDE and field sobriety tests. See supplemental for information. After she completed the tests, she informed me that Ms. Lynch failed the tests. I read Ms. Lynch implied consent, and she agreed to a withdrawal of her blood. I transported Ms. Lynch to the Spalding County Jail, where the day shift nurse conducted the blood withdrawal on body-cam. Ms. Lynch was then turned over to the Jail Staff. Ms. Lynch was charged with Leaving the Scene of an Accident w/ Damages, and Failure to Stop/Yield at a Stop Sign, with Citation #’s E115077/E115078. The Blood test kit was taken to the Police Department, and turned into the Evidence Office to be sent to the GBI for testing.

I contacted both victim’s and gave them Ms. Lynch’s phone number and Insurance information for their claims.
