On June 30, 2026 at approximately 2201 hours, Deputy G. Moyer and Sergeant (SGT) J. Henderson were driving west bound on U.S. Highway 280 near Grady Harris road when Deputy Moyer observed an adult black male wearing all black clothing on the shoulder of the West bound lane. The subject matched the description of an individual who walked away from a motor vehicle collision with a drainage ditch approximately two hours earlier (See case number: 2026-06-00151).
At this time, Deputy Moyer and SGT Henderson stopped and made contact with the individual walking on the side of the highway. The individual identified himself to deputies as Mr. Ian McBroom (the registered owner of the vehicle involved in the collision).
While Sgt. Henderson was speaking with Mr. McBroom, Dep. Moyer observed Mr. McBroom’s clothes were soaking wet. SGT Henderson inqured as to whether or not Mr. McBroom knew that his vehicle had been found in the ditch on Hwy 280 and Grady Harris Road. Mr. McBroom replied that he knew his car was in the ditch and that he was trying to take his friend somewhere and “Slid”.
Dep. Moyer noticed that Mr. McBroom had slurred speech and glossy eyes, leading him to believe that Mr. McBroom had been consuming alcholic beverages. SGT Henderson asked Mr. McBroom if he had been drinking, to which he replied that he had NOT been drinking at all. SGT Henderson then asked Mr. McBroom if he would consent to Corporal (CPL) Mark Gatto conducting Standardized Field Sobriety Tests (SFST). Mr. McBroom consented to conducting SFST but informed Dep. Moyer, SGT Henderson, and CPL Gatto that his left leg was partially paralized because of an old gun shot wound.
CPL Gatto advised Mr. McBroom that he would only be checking his eyes and conducting a Preliminiary Breath Test (PBT) due to Mr. McBroom’s leg being injured. CPL Gatto and SGT Henderson stepped to SGT Henderson’s Patrol Vehicle to retrieve supplies to conduct SFST.
While Dep. Moyer was standing with Mr. McBroom, Mr. McBroom spontaniously uttered that he was in the area with his friend to go fishing when he slid into the ditch. Dep. Moyer observed slurred speech from Mr. McBroom while talking about fishing in the area. CPL Gatto approached Mr. McBroom and asked for his drivers license to which he fumbled with his wallet and became confused as to what he was looking for in the wallet, and stated that he was sorry because he was covered in sand. Mr. McBroom found his license after having it pointed out by CPL Gatto.
Dep. Moyer noticed that Mr. McBroom had cobbwebbs on his right arm and asked Mr. McBroom where they came from. Mr. McBroom replied that they came from him looking for a spot to fish. Dep. Moyer asked if the water and sand could have came from the ditch where his vehicle had been found. Mr. McBroom continued to respond with slurred speech and replied that he had cimbed out of the car.
Dep. Moyer asked Mr. McBroom if he had gotten out of the drivers side or the passenger side of the vehicle. Mr. McBroom stated that he had gotten out of the drivers side of the vehicle. This response lead Deputy Moyer to believe that Mr. McBroom was the driver of the vehicle found in the ditch. Mr. McBroom stated that he was wet before the accident.
As CPL Gatto prepared to conduct SFST, Mr. McBroom stated that he had “ONE” beer while fishing. CPL Gatto administered SFST and a preliminary breath test on his portable Alco Sensor, and determined that Mr. McBroom showed signs of impairment consistant with the consumption of alcoholic beverages. While conducting the PBT, Mr. McBroom stated that his friend told him to make a right hand turn onto Grady Harris when he turned into the ditch instead.
Dep. Moyer made the decision based on Mr. McBroom’s confusion, glossy eyes, slurred speech, and multiple statements of driving the car, to place Mr. McBroom under arrest for Driving Under the Influence of Alcohol. SGT. Henderson advised Mr. McBroom he was under arrest, placed Mr. McBroom into handcuffs behind his back, checked the cuffs for fit, and double locked the cuffs.
Dep. Moyer read the Georgia Implied Consent Notice for Suspects Age 21 or Over for Blood, to which Mr. McBroom initially responded with a verbal no, but shortly thereafter advised he would consent to a blood test. After being read Implied Consent, Mr. McBroom spontaniously uttered that he had in fact had mulitiple alcoholic beverages.
Dep. Moyer and SGT Henderson transported Mr. McBroom to the Optim Medical Center-Tattnall Emergency Room (ER) in Reidsville, GA to obtain a blood sample. Upon arrival at the ER, the blood sample was obtained and sealed by [REDACTED]. Following obtaining the blood sample, Dep. Moyer and SGT Henderson transported Mr. McBroom to the Tattnall County Jail without incident. Upon arrival, Mr. McBroom was turned over to jail staff for booking and further processing.
