On Tuesday, July 21, 2026, at approximately 1230 hours, I, Officer Hall, responded to 15328 US Highway 19 S (Walmart) in reference to a reported shoplifting incident. Prior to my arrival, all issued body-worn and in-car camera systems were activated.
Upon arrival, I made contact with the complainant, identified as [VICTIM #1]. [VICTIM #1] advised that a shoplifting incident had occurred on July 12, 2026, and that he had video evidence of the incident.
[VICTIM #1] stated that a female subject failed to scan multiple items that were inside her shopping cart while using the self-checkout. He advised that the suspect was observed placing unscanned merchandise into shopping bags. [VICTIM #1] further stated that whenever the suspect intentionally misscanned an item and a store employee approached to assist her, she would then place the item into a bag without properly scanning it.
[VICTIM #1] showed me surveillance footage of the incident. The footage depicted a white female wearing a black top and displaying tattoos on her right arm placing merchandise into shopping bags without scanning the items for purchase. I reviewed the surveillance footage and established probable cause by observing the suspect place multiple items into bags that did not appear on her receipt. All unscanned items were identified and accounted for not being on her receipt.
After completing the transaction, the suspect paid for the scanned merchandise with a $100 bill. She then exited the self-checkout area and passed the final point of sale without rendering payment for the unscanned merchandise.
[VICTIM #1] was provided with a Crime Victim’s Rights pamphlet, and the associated case number was documented. He advised that Walmart wished to pursue criminal charges regarding the theft of the merchandise.
[VICTIM #1] also provided the license plate number of the suspect’s vehicle, Georgia tag [REDACTED]. The registration revealed the vehicle was registered to Jessie McCulley.
This case remains under investigation pending positive identification of the suspect.
