Officer’s Narrative:

On November 8th, 2023 at approximately 7:26 p.m. I was dispatched to [REDACTED BY AGENCY] Georgia St. in reference to a person being shot. Upon my arrival, I observed a female later identified as [REDACTED BY AGENCY] [WITNESS #1] in the yard flagging me down with a light. Ofc. Skyler Jackson arrived on scene right behind me. I then exited my patrol unit and proceeded to the rear of the residence. [WITNESS #1] advised it was just her and the victim inside the residence. I called out advising who I was and proceeded inside. I observed a black male later identified as [REDACTED BY AGENCY] [REDACTED], to be laying on his stomach on the floor directly in front of the front door in the living area. I observed a pool of blood around [REDACTED]s head and mouth.

[REDACTED] was wearing black scrub pants and was shirtless. I observed [REDACTED] to be unresponsive and not breathing. I observed [REDACTED] to be laying on top of a navy in color book bag. Ofc. Jackson and I then flipped [REDACTED] over and pulled him away from the door so that I could have more room. I then started life saving measures while Ofc. Jackson relayed information to dispatch. Ofc. Stephen Davis then assisted me by taking over on chest compressions. I observed what appeared to be an entry wound in the top left shoulder of [REDACTED]. Ofc. Jackson then started to secure the crime scene by putting up crime scene tape.

Toombs-Montgomery EMS arrived on scene and started to render aid. Paramedic [REDACTED] advised me to stop chest compression so that they could check for any vital signs. Paramedic [REDACTED] advised that his pupils were fixed and no responsive. Paramedic [REDACTED] then checked his vitals using the monitor but found none. Paramedic [REDACTED BY AGENCY] [REDACTED] then made contact with Dr. [REDACTED] and advised at 1939 he called time of death. I made contact with Inv. Sgt. Christopher Morgan and Inv. Lt. Shannon Martin. Ofc. Stephen Davis started a crime scene log, while Ofc. Jackson gathered all pertinent information on [REDACTED] and [WITNESS #1]. I then waited for investigators to arrive.

Lt. Martin and Sgt. Morgan arrived a some time later and the scene was turned over to them. I spoke with [WITNESS #1] who advised a male subjects that was known to her as “Cuz” had came to the residence to pick up [REDACTED]. [WITNESS #1] advised the person was a younger black male but she did not know his name. [WITNESS #1] advised that the vehicle was a hunter green in color older model Acura with black dough nuts on all four tires. [WITNESS #1] advised that the vehicle is very loud and beat up. [WITNESS #1] advised that the male knocked on the door and she answered the door. [WITNESS #1] advised that [REDACTED] was in the bathroom and that she notified him that his cousin was at the residence.

[WITNESS #1] advised that the she thought it was strange due to the male parking in the roadway in front of the residence instead of pulling into the drive way like he usually does. [WITNESS #1] advised she then went back to the kitchen which is located at the back of the residence. [WITNESS #1] advised she was cooking dinner when she heard a single gun shot. [WITNESS #1] advised she ran to the living room area and found [REDACTED] to be stumbling around bleeding. [WITNESS #1] advised he then fell to the ground and that is when she went out the back door yelling for help. [WITNESS #1] advised that is when 911 was called.

When inside the residence I did observe what appeared to be spaghetti sauce cooking on the stove. I later observed blood spatter through out the living area. I was advised by Ofc. Jackson that he found a 40mm shell casing in the roadway in front of [REDACTED BY AGENCY] Toombs St. Ofc. Jackson advised there was also a blood trail found leading from the roadway to the front door of the residence and a cell phone in the ditch in front of [REDACTED BY AGENCY] Georgia St. I advised Ofc. Jackson to mark all possible evidence locations and advise the investigators. I observed blood spatter on the front of the residence on the left side of the door.

Georgia Bureau of Investigations agents arrived on scene and the scene was then turned over to them. I then assisted Crime Scene Technical [REDACTED] with processing the scene. While searching the residence several phones were seized for evidence purposes. When [REDACTED]s body was moved, we found the exit wound which was located in the right Latissimus Dorsi muscle (lats). Deputy Coroner [REDACTED] was called to the scene and arrived a short time later. [REDACTED]’s body was turned over to the [REDACTED].
