[NARRATIVE #1 on June 09, 2026]

On 06/09/2026 at 0106 hours I, Officer McDaniel, was responding to a call at [200 BLOCK] Loach Street in reference to an unknown problem. Walker 911 advised the male subject was yelling on the phone stating he needed help. I was the first Officer on scene to make contact with the subject. Not long after making contact Sergeant Simpson and Sergeant First Class Houser arrived on scene.

While standing in front of Martin I noticed he was slurring his speech and kept repeating himself. Martin was also being very loud and yelling. I asked Martin multiple times to stop yelling, which he continued. I then explained to Martin if he continued to yell, he could be arrested for Disorderly Conduct.

By this time Sergeant First Class Houser stepped in to try and speak with Martin. While SSGT. Houser was speaking with Martin I noticed he kept stepping closer to him. As Martin got within arms reach on SSGT. Houser, he shoves Martin backwards and I pinned Martin to the back of his vehicle. SSGT. Houser placed Martin into cuffs double ocked to checked for fit and placed him into Sgt. Simpsons Patrol vehicle.

After Sgt. Simpson and SSGT. Houser left to transport Martin to the Walker County Jail; I made contact with [REDACTED] who was the grandfather to Martin. [REDACTED] stated Martin was supposed to be there and helping them out.

[NARRATIVE #2 on June 09, 2026]

On 06/09/2026 at approximately 0106 hours, I, Staff Sergeant Houser, responded to a call at [200 BLOCK] Loach Street. The call was in reference to a male subject that called dispatch and was screaming for help. Dispatch advised that he was screaming and cursing and making negative comments about both the Catoosa and Walker County Sheriff’s Office.

Upon arrival, Patrolman McDaniel was speaking with the male subject. He was located on the front lawn of the property, standing next to a red Toyota Tacoma. I observed Patrolman McDaniel speaking with the male, and it appeared that he was intoxicated based on the fact that he was unsteady on his feet, had noticeably slurred speech, kept repeating himself over and over, and would often make comments that did not seem appropriate based on the questions asked to him, and that he appeared to have urinated on himself. He continually asked officers on scene if their body cameras were on, and he was assured time and time again that they were.

After Patrolman McDaniel had been speaking with the male for five minutes or more to no effect, I attempted to speak with him. I approached and introduced myself and asked if he lived at this address, he deflected the question and claimed that if the owner of the property wanted him trespassed, that he could be, because that was his constitutional right.

I asked him if he had been drinking, and he deflected the question once again. I was detecting an odd odor emitting from him but could not tell if it was alcoholic beverage or not at this point. I was finally able to deduce that he drove there to check on his grandmother and grandfather. I asked why he was at the address to check on his grandparents, why he was not inside. Once again, the male did not answer the question and continued repeating himself about the constitution and how I should arrest both his grandparents because they could not take care of each other. I advised him that I could not arrest his grandparents without probable cause to do so, and he then told me that I was a Godly officer or something similar.

While I was continuing to ask further questions, he began stepping towards me a step at a time. I advised him every time that he did so, “do not step closer to me sir”. The male continued to elevate his voice, make rude remarks and step further once again. After he had taken three steps toward my stationary location, he was now withing arms reach of me. He continued to elevate his voice and then raised his arms towards me. I then shoved him with my open hands on his chest, since I interpreted his actions as pre assault indicators.

Once I shoved him, he fell back multiple steps but remained on his feet. Patrolman McDaniel then pinned him against the rear fender of the Tacoma where he was placed into handcuffs. During the handcuffing phase, Sergeant Simpson gave him loud verbal commands to place his hands behind his back. The male refused to comply. At that time, Sergeant Simpson warned the male that failure to comply would result in him being tased.

The male was handcuffed without the taser being deployed. He was handcuffed behind his back. The handcuffs were checked to ensure that they were tightened appropriately and then double locked. The male was searched for weapons or contraband with no findings. During this search, it was discovered that the male had recently urinated in his shorts. This smell, along with the smell of body odor, matched the smell that I detected earlier in the interaction.

The male was placed in the rear seat of Sergeant Simpson’s patrol vehicle and transported to the Walker County Sheriff’s Office without further incident.

After running the registration on the Toyota Tacoma, it was discovered that the male was Christopher Alex Martin. Christopher also had a suspended driver’s license for a DUI arrest since 02/11/2024. Since Chrstopher admitted to driving the vehicle from Catoosa County to Loach Street, he will also be charged with driving while license suspended as well as disorderly conduct for being outside after midnight, yelling and cursing loudly to the point that it could be heard by the adjacent residences that were approximately fifty feet from our location.

Both Patrolman McDaniel and I were finally able to get the owner of [200 BLOCK] Loach Street to the door. The male that answered was [REDACTED]. [REDACTED] said that Christopher was indeed his grandson and when asked if he knew that Christopher was in the yard of the residence [REDACTED] said that he did not and assumed that Christopher had just recently arrived.

I ran a driver’s history for Christopher, and he showed zero prior convictions for driving while licensed suspended in the last five years. I issued Christopher two uniform citations (113003333 and 113003334) for both charges.

A use of force report will be completed as well as supplemental reports from all officers involved.

[NARRATIVE #3 on June 09, 2026]

On 06/09/2026 at 0119, I Sergeant Simpson arrived to assist other officers at [200 BLOCK] Loach St. I arrived and a white male was yelling at Ptl. McDaniel. I attempted to intervein and speak with the male. The male began yelling at me about the constitution and did not want to speak to me. I agreed and stepped back.

Ptl. McDaniel and Sgt. Houser were speaking to the male. Sgt. Houser advised the male several times to quiet down and stop stepping close to him. The male disregarded both commands. The male again stepped closer to Sgt. Houser. Sgt. Houser pushed the male back. I stepped into assist in detain the male. I grabbed the male’s right arm and attempted to place it behind his back. The male was still holding onto the vehicle he was on.

I unholstered my city department issues taser and turned it on. I placed it on the male right rib cage and told him he would be tased if he continued to fight with officers. The male eventually complied. The male was handcuffed behind his back. I sat the male on the ground while officers began to try and speak with the residents of [200 BLOCK] Loach St. The male began yelling again. I placed the male in my patrol vehicle. The other officers were able to speak to the residents. I transported the male to the Walker County jail and turned him over to staff without issue.

[NARRATIVE #4 on June 09, 2026]

On 06/[09]/2026 I, Sergeant Hunt conducted a property bond for Christopher Martin for the charges of Disorderly Conduct (City Ordinance) and Driving While license Suspended. The property [500 BLOCK] Abney Street was used by [REDACTED]. The bond was completed and all parties provided copies.
