On 06-25-2026 I responded to primary health care in Fort Oglethorpe to me with Detective Tucker with the Fort Oglethorpe Police Department, in reference to a sexual assault that occurred at [REDACTED BY AGENCY] in Walker County Georgia.

Upon my arrival I met with Detective Tucker who advised they had received a call from [REDACTED BY AGENCY] that there was a [REDACTED BY AGENCY] who is alleging that he had been sexually assaulted by the suspect Herman Carter. [REDACTED BY AGENCY]. Upon speaking with the victim [REDACTED BY AGENCY] and his mother [REDACTED BY AGENCY], [REDACTED BY AGENCY] that on three separate occasions, approximately three months ago.

Herman [REDACTED BY AGENCY], with his [REDACTED BY AGENCY] and [REDACTED BY AGENCY]. [REDACTED BY AGENCY] also disclosed that on another occasion Herman forced [REDACTED BY AGENCY] by [REDACTED BY AGENCY]. During the conversation with [REDACTED BY AGENCY] his statements stayed consistent with the statements he told detective Tucker and the nurse. [REDACTED BY AGENCY] also disclosed that Herman had [REDACTED BY AGENCY] several times about the [REDACTED BY AGENCY] with a [REDACTED BY AGENCY].

While speaking with [REDACTED BY AGENCY] she stated they her and [REDACTED BY AGENCY] have only lived in the residence at [REDACTED BY AGENCY] with Herman for approximately one month. According to [REDACTED BY AGENCY], Herman is her [REDACTED BY AGENCY] and he had made sexual advances toward her in the month they have lived there. [REDACTED BY AGENCY] stated that they previously lived with Herman in Chattanooga and [REDACTED BY AGENCY] disclosed to her that an incident of sexual abuse occurred in Chattanooga as well.

[REDACTED BY AGENCY] further stated that on one incident, it was just him and Herman in the residence and his [REDACTED BY AGENCY] had left. [REDACTED BY AGENCY] believes this incident occurred three days ago. She stated [REDACTED BY AGENCY] behavior had changed in the past few days and he disclosed to her about the sexual assault three days ago. [REDACTED BY AGENCY] then scheduled a doctor’s appointment for [REDACTED BY AGENCY] at [REDACTED BY AGENCY]. [REDACTED BY AGENCY] further stated that Herman has a large collection of [REDACTED BY AGENCY] and [REDACTED BY AGENCY] in the residence. [REDACTED] immediately scheduled a sexual assault exam for [REDACTED BY AGENCY].

Myself, [REDACTED BY AGENCY] and [REDACTED BY AGENCY] relocated from [REDACTED BY AGENCY] to the sexual assault center in Fort Oglethorpe where a sexual assault exam was conducted. The preliminary findings according to the sane nurse that conducted the exam. She noticed [REDACTED BY AGENCY] around the [REDACTED BY AGENCY] and he was complaining of his [REDACTED BY AGENCY]. She stated [REDACTED BY AGENCY] became very emotional while discussing the incident and she did observe what appeared to be [REDACTED BY AGENCY] on his body consistent with the statements that Herman [REDACTED BY AGENCY] him with a [REDACTED BY AGENCY].

This incident is still under investigation.
