[NARRATIVE #1 on May 25, 2026]

On May 25, 2026 at 21:43 hours I, Patrolman Ferguson, was dispatched to [700 BLOCK] Henderson Street in reference to the listed offender, Joseph Bell, taking the listed other [WITNESS #1] keys.

I arrived on scene and attempted to speak with Joseph who was heavily intoxicated. While speaking with Joseph he was yelling and cursing making it difficult to get his statement. Joseph continued screaming, but told me he and [WITNESS #1] got in a disagreement due to her “praising her baby daddy.” Joseph stated that [WITNESS #1] had been drinking and was going to leave, but he hid the key from her. Joseph would continue to turn his attention away from me and begin yelling and cursing towards [WITNESS #1]. I again told Joseph to quit screaming as nearby residents were coming outside, and he was causing a disturbance for the surrounding residences.

Joseph began screaming louder after multiple times telling him to quit yelling, where he refused. Joseph was then placed under arrest for Disorderly Conduct due to him deliberately screaming and cursing breaching the peace of nearby residents after being given multiple warnings to stop yelling. I placed him in handcuffs behind his back which were checked for proper fit and double locked. I searched his person for weapons and contraband which none were found. I then placed him in the rear seat of my patrol car.

Patrolman McDaniel spoke with [WITNESS #1] who stated that she and Joseph were only in a verbal disagreement, and nothing physical ever occurred. She advised that she was going to leave, but Joseph hid her key preventing her from leaving in her vehicle. It should be noted that [WITNESS #1] was not prevented from exiting house at her own will at any point, nor did she advise she was held against her will only did not have the key to her vehicle. [WITNESS #1] stated that she would find her key and did not wish to go further.

I transported Joseph to the Walker County Jail where he was turned over to and accepted by detention personnel. While at the jail Joseph stated he was “feeling suicidal” where he was placed in a suicide smock without incident by detention personnel. The rear seat of my patrol car was checked for weapons and contraband prior to and after transport which none were found.

Bell was issued a citation for 15-4 Disorderly Conduct #11700969.

[NARRATIVE #2 on May 25, 2026]

On 05/25/2026 at 21:43 hours I, Officer McDaniel, was responding to [700 BLOCK] Henderson Street with Officer Ferguson, in reference to a male subject taking the callers keys and refusing to give them back.

Once on scene I made contact with [WITNESS #1] while Officer Ferguson was speaking with Joseph Bell. [WITNESS #1] stated Bell has been drinking and they got into a argument and she was just trying to leave to defuse the situation. [WITNESS #1] stated nothing was physical it was just a verbal argument. [WITNESS #1] stated Bell possibly threw her keys in the yard and refused to give them back. While speaking with [WITNESS #1] I could hear Bell getting agitated and started getting loud while talking to Officer Ferguson.

I walked over to the front porch with Officer Ferguson to speak with Bell. Bell was asked multiple times by Officer Ferguson to stop yelling. Bell stated that was the way he talked. Bell then stated he was sorry and was speaking in a regular tone of voice then started yelling again. Officer Ferguson and Myself told Bell if he started yelling again he would be arrested for Disorderly conduct. Bell then stated he wanted to speak to a supervisor. I then contacted Sergeant Simpson to come over to our location to speak with Bell. Sgt. Simpson was almost on scene when Bell continued to yell.

Officer Ferguson then placed Bell into cuffs and told Bell he was being arrested for Disorderly Conduct. Sgt. Simpson told Bell he would speak to him once getting to the jail.

[NARRATIVE #3 on May 25, 2026]

On 05/25/2026 at 2141, I, Sergeant Simpson, was requested by Bell. I arrived on scene. Bell was already in handcuffs. Bell began to yell at me from a distance. I advised Bell to stop yelling. He did not. I advised Bell I would speak to him at the jail.

I arrived at the Walker County Jail. Bell again started yelling and threatening me with his attorney. Bell was walking away from jail officers and had to be placed at the booking desk multiple times. I walked outside of the booking area. I informed Bell he was placed under arrest for disorderly conduct. Bell stated being loud wasn’t a crime and he was going to school for criminal justice. Bell also stated that it was fine he would be speaking with his attorney about it tomorrow.

Bell informed the jail staff he was feeling suicidal. The jail staff began the process of placing him in a suicide smock. Once he was brought back into the hallway, he continued to yell and threaten the jail staff, myself and Ptl. Ferguson with lawsuits and attorney. He again stated he was a student for criminal justice and being loud outside was not a crime.

Bell also stated he wanted all of our names and badge numbers and we must give it to him because it’s a law. I informed him he was incorrect. I did leave a sticky note with names and badge numbers for every officer that was present.

[NARRATIVE #4 on May 26, 2026]

On 05/26/2026 I, Sergeant Hunt conduct a cash for Joseph Bell on Disorderly Conduct. [WITNESS #1] paid in cash $190.00 dollars. I completed the necessary paperwork and had Mrs. [WITNESS #1] sign were appropriate. I went to Walker County Sheriff’s Office to have Mr. Bell complete his portion and he was advised of his court date July 20th, 2026 at 4 p.m and provided a copy of the bond.
