On the date of 09/27/2026 at approximately 1656 hours, I, Officer Haley, responded to 111 Mize St, the Goodwill, in reference to a suspicious person. Dispatch advised that a white male wearing jogging pants with his underwear on the outside of his pants was bothering customers and allegedly fondling himself at the Goodwill.

Upon arrival, I did observe the male in question with jogging pants and a pair of underwear on the exterior of the pants, he was walking toward my patrol vehicle. I then exited my patrol vehicle and asked the male, who was later identified as a Joseph Boothe, what the situation was. Boothe started rambling incoherently and I could not get a formal statement from him. From what I could gather, he seemed to talking about assisting someone repair a vehicle. Boothe was also holding a small puppy. I then asked Boothe to stand at the front of my patrol vehicle while I spoke with the complainant and other parties.

I then spoke with the complainant and manager on duty of the Goodwill, [WITNESS #1]. [WITNESS #1] explained that Boothe came into the Goodwill at approximately 1100 hours trying to sell the puppy and was in and out of the store multiple times throughout the day. [WITNESS #1] then stated that at approximately 1330 hours, she was walking from the back room of the store to the registers when a customer asked [WITNESS #1] for help, and this is when her and the customer witnessed Boothe rubbing his genital area. [WITNESS #1] asked Boothe to leave, to which he did but would not leave the exterior of the store, and this is when she called Law Enforcement. Another witness, [WITNESS #2], also corroborated with [WITNESS #1]’s statement, seeing Boothe rubbing his genital area as well.

Yet another employee, [WITNESS #3], stated that he actually witnessed Boothe’s genitals exposed in public. [WITNESS #3] explained that he was coming back from break from the Circle K on 400 W Main St, driving northbound on South Chattanooga St to go back into work at Goodwill. [WITNESS #3] continued, stating that he then observed Boothe walking Northbound on South Chattanooga St, evidently back to the Goodwill. [WITNESS #3] informed me that he then saw Boothe’s pants and underwear tucked under his genital area, exposing his genitals in public view. [WITNESS #3] affirmed that the man that I had detained, Boothe, was in fact the man he observed on South Chattanooga St with his genitals exposed.

With this statement, Boothe was then placed under arrest for OCGA 16-6-8: Public Indecency. Boothe was placed in handcuffs, which were checked for fit and double lock. Cpl. Pyper took possession of the small puppy Boothe had and housed it in a safe place at the Police Department kennel. Boothe was then transported to the Walker County Detention Center without incident. With the request of [WITNESS #1], Boothe was served a Trespass Warning. Boothe stated he understood that if he returned to Goodwill property, he would be subject to arrest.

Trespass warning and Witness Statements attached.
